POSITION SUMMARY :

The position provides assistance to the Office of Finance & Operations for day-to-day operations, including accounts payable, planning, organization, and finance. The main objective is to ensure efficient office functioning, benefiting students, teachers, administrators, and citizens of Framingham.

CERTIFICATES, LICENSES, REGISTRATIONS :

A Bachelor's Degree from an accredited college or university is preferred.

TRAINING AND EXPERIENCE :

Minimum of five years' experience in a public school setting is preferred.

  • Computer skills and knowledge of appropriate applications including Microsoft Office, X2, MUNIS and Google are essential. Demonstration of supervisory skills and commensurate experience, ability to establish and maintain organized office systems and procedures, effective interpersonal skills, ability to communicate effectively verbally and in writing, ability to maintain the confidentiality of information, ability to take notes and transcribe information, ability to work independently and take initiative to recommend and pursue relevant projects and ability to conduct research and produce reports. Ability to embrace and adapt to changes in procedures and job duties, if needed, due to process improvement, change in law and / or new systems that may be implemented to better streamline the needs of the department(s). Proficiency with standard business software, including Munis, smart sheets, Laser fiche, OLI, Micro Main, Frontline, Procurement process;

ESSENTIAL DUTIES AND RESPONSIBILITIES :

The essential functions or duties listed below are intended only as an illustration of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if work is similar, related, or a logical assignment to the position.

  • General : Liaison between out-of-district team, Business Operations, private and collaborative schools and the DESE regarding out-of-district student accounts
  • Student Tracking : Tracks approximately 250 current out-of-district (OOD) / pending students and related costs on Excel spreadsheets on a daily basis and generates periodic summary updates for staff, management and School Committee reports
  • Circuit Breaker : Handles all aspects of reporting to the DESE for annual Circuit Breaker reimbursement, including attending appropriate trainings, downloading and uploading appropriate DESE forms, determining which students qualify for the circuit breaker program, updating changes through EOY, communicating with DESE and preparing files for Circuit Breaker audits.

  • Data Management & Entry : Enter and track student information, including but not limited enrollment, attendance, tuition costs, invoices, payments, and contracts.
  • OOD Tuition Payments : Handles all aspects of tracking each student's tuition costs (~24 million) with appropriate breakdowns for Circuit Breaker reporting at EOY, creates purchase order requests in shared file with Business Operations, increasing for rate changes / increased services or unencumbered funds when a student is terminated from a program
  • Student Contracts : Creates DESE required student contracts for each OOD placement and catalogs all executed contracts. Coordinates with legal counsel on settlement agreements and customized contracts.
  • OOD Transportation Costs : Tracks out-of-district transportation costs on Excel spreadsheet to determine cost per student for Circuit Breaker reimbursement, including transportation by private vendors and parents, sends out forms to at the beginning of each year and throughout the year, as requested, calculates estimated annual costs. Works with McKinney-Vento liaison and other local education agencies when students are considered homeless or in a group home.
  • Invoice Approvals : Verifies accuracy / processes / approves all OOD tuition invoices, extended evaluation invoices and transportation (parent / private / vendor) invoices on a monthly basis. Resolves discrepancies when questions arise. Tracks costs in master spreadsheet.
  • Budgeting : Calculates budget figures for the next school year for student tuition and transportation for the annual budget cycle. Tracks students that have moved in, moved out, reconstruction applications to OSD from private schools for future cost adjustments, projects graduates, age-outs and potential Circuit Breaker reimbursement.
  • Move-Ins / Move-outs : Reviews LEA letters from DESE to determine costs to the district for current and future fiscal years. Resolves LEA discrepancies with DESE or escalates where necessary. Coordinates with other districts for appropriate transportation costs, Circuit Breaker reimbursement and SIMS reporting.
  • Cost-Shares : Reviews payment breakdowns sent by state agencies for any cost-share agreements between FPS and DCF or DMH, send completed forms to appropriate agencies.
  • Accounts Receivable : Calculates costs for non-resident students to attend programs in Framingham Public Schools, creates invoices, tracks payments, forwards deposits to Business Operations. Works up invoices for other districts when FPS is not fiscally responsible and tracks payments.
  • Special Approval (f / k / a Sole Source) Placements : Gathers information and completes all forms and signatures necessary between FPS and the private school for students placed in unapproved OOD programs, 1 : 1 Aides, home based services or other additional costs and submits to DESE for placement / tuition cost approval according to DESE guidelines
  • Medicaid Reporting : Works with Medicaid liaison from ACCEPT Collaborative by completing detailed forms regarding quarterly OOD tuition expenses for each private school program as well as annual reporting of these costs broken down by schools, programs and cost-
  • shares

  • EOY Tuition Reporting : Completes detailed tuition expense report for Business Ops using their Munis reports from each tuition line and combining / sorting / totaling these figures to complete the sections on the State EOY report
  • Requisitions : Enters all relevant requisitions into MUNIS
  • Order Processing : Process testing supplies and materials, and equipment orders for specialized programs across the district.
  • Interpretation Services : Process invoice and payments for interpretation services needed within the special education department.
  • Any additional duties and responsibilities designated by the Director of Special Education.
  • STUDENT ACCOUNT MANAGER RESPONSIBILITIES

  • Enters monthly attendance records into X2 for all OOD students when received by the private schools, emails OOD Coordinators when students are absent over 5 days in the month
  • Maintains OOD student status in X2 by importing new students, withdrawing students when they have left the district or aged out, transferring students going from in-district to OOD programs
  • For new OOD students, enter placement details into X2 such as private school ID and DESE codes for proper SIMS reporting
  • Gathers information regarding upcoming graduates and enters details in X2, such as whether they are receiving a diploma, college plans,date of graduation, and updates details for 12th grade students who are not graduating; changing the graduation date, grade and next year school fields in X2
  • Provides information to the Management Information Systems Department to document programmatic responsibility and eligibility for Chapter 70 enrollment reporting.
  • OTHER :

    Assume additional responsibilities as directed by the Director of Buildings and Grounds

    PHYSICAL WORKING CONDITIONS :

    Employees work in an office with moderate noise levels (such as computers and printers) and controlled temperature conditions. The position requires frequent sitting, standing, walking, and to reach with hands and arms occasionally. Ability to talk and to hear continuously. Ability to lift up to 20 pounds periodically. Finger dexterity is required continuously for the normal work shift, such as for typing, filing, dialing the phone, etc. Some travel between schools may be necessary, so the ability to operate a motor vehicle and maintain a valid Driver's license is required; the employee shall be compensated per the contract with a travel allowance as the applicable rate per the Framingham Teachers Association Secretaries (Unit S) Contract.
