Essential Duties & Responsibilities
Manages the issuance of written correspondence and reports land use proposals, development, and necessary review process based on ordinances and policies. Performs assignments associated with the Comprehensive Plan amendment, site and development plan review and management. Reviews development proposals for compliance with the Land Development Code. Produces written reports of the Department’s findings on Comprehensive Plan Amendments and development proposals. Provides written notice to applicants, citizens and applicants or their agents. Manages and coordinates the review of site and development plans and subdivision of land with state and local regulatory agencies. Determines whether proposed variances to Land Development Code standards complies to the hardship standards established by the County Land Development Code. Conduct general inventories of natural and manmade features on and surrounding properties proposed for development. Recommends approval, approval with conditions, or denial of development proposals to appointed and elected bodies. Communicates with state and local officials to ensure that development proposals which comply with the Comprehensive Plan and the Land Development Code and do not conflict with other regulations. Tracks the review of assigned site and development plans and projects. Determines that site and development plans receive all the necessary public notification, including advertising. Writes and manages land development regulations and ordinances. Updates site plan and development plan data. Serves as an assistant and occasional substitute for the Growth Management Director in the Growth Management Director’s absence. Facilitates and coordinates project meetings and pre-application meetings with developers.
Knowledge, Skills And Abilities
Knowledge of Gadsden County Comprehensive Plan and Land Development Code. Knowledge of general site plan design principles. Knowledge of general planning principles. Knowledge of word processing software to write reports and correspondences. Ability to drive an automobile. Ability to implement Land Development regulations. Ability to read and interpret site and subdivision plans and use standard planning/plan review related instruments. Ability to effectively communicate with the public and staff. Ability to read and interpret maps.
Minimum Qualifications
Requires a Master’s degree in Urban Planning, Environmental Engineering, Geography, Landscape Architecture or a related field and two years of related experience; or an equivalent combination of training and experience. AICP certification is preferred. Must have a valid Florida Driver’s License and a favorable driving record.
