Summary: The Director of Substance Use Treatment Program responsibilities are to provide program supervision and needed services to the Substance Use Outpatient Treatment Program including directing and managing day to day operation, and providing supervision for the program staff. Additionally, the Director will be responsible for coordinating and/or providing individual and group counseling activities that support outpatient treatment.
Essential duties and responsibilities:
Program Supervision & Management
- Oversee day-to-day program operations to ensure smooth functioning and compliance.
- Supervise program staff, supporting their professional development in knowledge and skills related to substance use treatment.
- Maintain oversight for contract and funding compliance, including meeting reporting requirements.
- Adapt work schedule to meet program needs, including occasional evening or weekend availability based on business requirements.
Client Assessment & Counseling
- Conduct screenings, assessments, evaluations, and provide education and/or treatment to clients.
- Facilitate weekly individual and group counseling sessions to promote treatment engagement.
- Develop, implement, review, and update individualized treatment plans for clients.
Case Management & Support
- Deliver case management services, coordinating community resources and support for clients.
- Refer clients to other relevant services such as medical, social, and ancillary support as neededDocumentation & Billing
- Maintain accurate client files, progress notes, and documentation per Department of Mental Health requirements.
- Collect and document units of service for billing, preparing necessary reports for contract reimbursements.
Community Outreach & Collaboration
- Engage in community outreach activities to increase awareness of program services.
- Foster collaborative relationships with other community service providers to facilitate comprehensive client support.
- Work with internal program staff to ensure client progress and positive treatment outcomes.
Regulatory Compliance & Continuous Learning
- Stay informed of Department of Mental Health, Division of Drug and Alcohol regulations, and ensure program compliance.
- Maintain State Certification and complete required ongoing education to stay current on substance use and mental health treatment best practices.

Program Development & Evaluation
- Evaluate program effectiveness and implement changes as necessary to improve client outcomes.
- Oversee data input into the Management Information System (CCL), ensuring accurate and timely reporting.
Professional Conduct & Ethical Standards
- Adhere to all policies, procedures, and federal guidelines regarding client rights and confidentiality.
- Maintain high standards of professional ethics and respect diverse client backgrounds.
Other Duties as Assigned
- Perform other job-related duties within the scope of the role to support the overall effectiveness and mission of the Substance Use Treatment Program.
- Adapt to program needs by taking on special projects, assisting in community events, or contributing to agency-wide initiatives as required.
- Collaborate on tasks beyond core responsibilities as directed by leadership to ensure program goals are achieved and organizational needs are met.
Minimum Qualifications
- Certification Missouri State-certified counselor at MAADC II, CADC, or CRADC level preferred.
- Education: Master’s degree in social work, psychology, public health, nursing, or a related field required; preferred licensure includes LPC, LMSW, or LMFT.
- At least 1 year of experience in substance use treatment or a related field preferred. Supervisory or leadership experience.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and Google Workspace (Docs, Sheets, etc.).Familiarity with electronic health records or case management software is a plus.
- Demonstrated expertise in counseling modalities, substance use treatment, and recovery principles, with the ability to adapt approaches based on client needs.
- Strong verbal and written communication skills, with the ability to engage and educate clients, families, and staff effectively.
- Commitment to high standards of professionalism and ethics in interactions with clients, families, and community partners. Ability to maintain confidentiality and adhere to client rights.
- A positive, client-centered approach with cultural sensitivity and respect for diversity. Ability to work non-judgmentally with people from various backgrounds to foster an inclusive environment.
- Bilingual in English and Spanish (oral proficiency) preferred but not required.
