POSITION SUMMARY
The Human Resources Manager is responsible for coordinating and executing all phases of human resources activities including recruitment, employee relations, policy, procedure, job description development, training initiatives, personnel file management, legal compliance, compensation and benefits administration, payroll support, performance management, and union labor relations.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Responsible for the creation and maintenance of HR related policies and procedures.
- Ensure HR compliance with all laws and regulations.
- Ensure compliance with Employee Handbook.
- Maintain all aspects of HRIS system.
- Responsible for HR compliance reporting including, but not limited to Section 3, VETS-4212, OSHA 300, etc.)
- Coordinate annual review of insurance benefits with outside broker and lead the selection and negotiation process.
- Manage and administer employee benefits including paid time off balances.
- Manage full cycle employee recruitment process.
- Develop and maintain onboarding process and procedures.
- Ensure proper adherence to and administration of the collective bargaining agreement
- Participate in collective bargaining negotiations and grievance proceedings.
- Consult in all disciplinary proceedings and make recommendations to support consistency within all departments.
- Maintain employee personnel files.
- Provide employee coaching and mentoring at all levels.
- Develop training requirements with management staff for new and existing employees.
- Develop and review job descriptions and salary structures as necessary.
- Responsible for Workers Compensation claim process.
- Create and coordinate annual performance evaluations for all employees.
- Develop employee recognition programs to promote a positive work culture.
- Develop and maintain interactive HR forms library.
- Collaborate with and support the Finance Department with payroll processing.
- Conduct and document exit interviews.
- Lead Events Committee.

- Sophisticated knowledge of and proficiency in basic office software including HRIS system, internet systems, VoIP phones and Microsoft 365 platform.
- Ability to use discretion and make independent decisions.
- Remains current on Agency policies and procedures, and federal, state, and local codes, rules, and regulations as they pertain to job responsibilities.
- Must be able to use a personal vehicle to travel between properties as needed.
EDUCATION AND EXPERIENCE
- Bachelor’s degree in human resource management or a related field preferred.
- Minimum of 8 years’ experience in a leading human resources role.
- Certification in Human Resources (such as PHR, SPHR, SHRM-CP).
- Extensive experience with ADP Workforce Now preferred.
- Familiar with CT Family Medical Leave Act.
- Experience with union labor relations preferred.
