ANNUALSALARY: $90,501.00

JOB DUTIES (SUMMARY):

  • Directs assigned projects, with or without sub-projects that covers all phases of project management. Defines project requirements, quality standards, and timelines. Determines and evaluates risks that may affect project(s). Defines and prioritizes all activities to be performed to produce project deliverables and ensures scheduled time frames are met. Provides regular progress reports. Determines and allocates resources and assists in budget planning. Determines and evaluates testing and/or pilot program and/or project. Oversees implementation schedule.
  • Serves as IT liaison among project stakeholders. Manages communication to and relationships with key project stakeholders (internal and external).
  • Coordinates training sessions for stakeholders and works with project teams to meet critical deadlines. Coordinates multitude of tasks or subprojects. Determines if changes need to be made for optimum service delivery. Interviews stakeholders to determine needs and expectations and maintains regular contact with stakeholders to meet project deliverables and obtain feedback. Manages and negotiates change within project.
  • Maintains programs and creates necessary upgrades. Accountable for handling client maintenance requests to update, repair, modify and/or expand existing applications. Applies knowledge effectively to research, troubleshoot and resolve production support issues. Maintains documentation as necessary for operational and security audits.
  • Supervises direct reports, assigns tasks, delegates projects, monitors workload, and ensures productivity of analysts, project managers and project teams.
  • Provides coaching and mentoring on, personnel management, project management methodology, quality improvement methodology, communication, processes, and testing/validation strategies to direct reports.
  • Educates and counsels direct reports on relevant personnel policies and administers personnel actions when necessary. Sets and evaluates performance objectives for direct reports.
  • Develops tools and processes and provides ongoing support to staff and project teams.
  • Maintains up-to-date knowledge of quality improvement and project management.
  • Participates in discussions and evaluations of potential projects or technologies that may improve overall efficiencies and effectiveness of the agency’s programs and/or services; identifies opportunities for technology solutions; completes feasibility


REQUIREMENTS (EDUCATION, EXPERIENCE, LICENSURE, CERTIFICATION):

  • Completion of Bachelor’s degree in computer science, computer information systems, or related technical discipline
  • Five (5) or more years of progressive experience in an IT organization with two (2) years’ experience in leading IT projects involving project teams from technical and business functions
  • Demonstrated ability to lead others in project work and bring projects to completion on schedule and consistent with project requirements
  • or equivalent


AGENCY-PREFERRED QUALIFICATIONS:

  • Master’s Degree in Computer Science from an accredited college or university.
  • Master’s of Business Administration/Master of Public Administration
  • Familiarity with agency departments and their interactions with each other.
  • Expertise with HCJFS Software Systems
  • Ability to manage complex, large-scale projects


KNOWLEDGE, SKILLS AND ABILITIES: (*Indicates can be developed after employment)

  • Knowledge of: Project management methodology and practices; Database design and web applications development best practices; Document management; work force planning; employee training & development; supervision; agency policy and procedures; government structure & process; interviewing; change management; Systems such as Microsoft Office, SharePoint, and Teams, OnBase, DocuShare, and Adobe Acrobat Pro.
  • Skill in: Leadership; change management; collaboration; communication; building and maintaining professional relationships; gaining trust and confidence; conflict resolution; independent judgement and decision-making; planning; implementing; leveraging technical resources to achieve goals;
  • Ability to: Design applications and database solutions, write application specifications. Manage the complete Software Development Life Cycle (SDLC). Collect, organize, and synthesize data; monitor results; draw valid data-driven conclusions; make recommendations and decisions using data; utilize critical thinking skills in decision making; Review and analyze business, program, and employee processes; perform statistical analysis; gather, collate, and classify information about data, people, or things; manage people, time, and resources effectively; interview job applicants effectively; appropriately delegate tasks and projects; communicate effectively both orally and in writing; work well under pressure; work cooperatively with peers, subordinates, and supervisors.

BACKGROUND CHECKS REQUIRED:

Background checks consistent with requirements in OAC 5101:2-5-09 must be completed at employment and every ten years following, including but not limited to the following systems:

  • State Automated Child Welfare Information System (SACWIS)
  • State Child/Abuse Neglect Central Registry Check for any state in which the applicant resided within the last five years
  • Ohio Bureau of Criminal Identification Investigation (BCI)
  • FBI
  • National Sex Offender Public website (WWW.NSOPW.Gov) Code 5101:2-5-09 must be conducted for each prospective employee
