The Program Manager provides overall coordination and supervision of HMI's HUD-funded Youth Homelessness Demonstration Project and Host Home Program. The qualified candidate will be responsible for meeting program objectives, implementing strategies, supporting staff, and being attentive and responsive to evolving community needs.

This is a new program at HMI and is in the process of being developed and implemented. It involves a high level of community engagement and accountability, particularly with Ballroom communities, to develop and implement a host home model that centers the needs of LGBTQ BIPOC young people and matches them with House Mothers, Fathers, and Ballroom community members to be hosted.

The Program Manager will have responsibility for providing training and support to Hosts and Mentors (pre, during and post host home residency), supporting positive relationships between hosts and young adults and supporting the overall development and implementation of the program.

Supervision and Contractual Programmatic Obligations


1. Responsible for overseeing, managing, and supervising Youth Homelessness Demonstration Project, serving LGBTQIA youth/young adults, ages 18-24 years

2. Responsible for the hiring, training, supervision and evaluation of a team of counseling, case management and navigation staff as assigned.

3. Oversee the coordinated delivery of crisis-intervention, counseling, case management, and concrete services to youth experiencing homelessness;

4. Develop and implement necessary policies and procedures to ensure compliance with city and state regulations for Runaway & Homeless Youth programs

5. Responsible for the successful implementation of HMI's Host Home program:

a. Recruit, engage, and coordinate Host Home trainings and professional development services for a team of service providers, specifically for integration of the Housing First model.

b. Oversee the Host Home implementation process and supportive programming structure to place youth in safe and appropriate Host Homes successfully.

c. Create and monitor programmatic and supportive systems to maintain the Host Home program and achieve its goal.

d. Provide the Case Management team with comprehensive and ongoing training and supervision that are youth-driven and support staff to provide youth-led services.

e. Supervise and support the Peer Navigator in working with youth in identifying host and housing options and creating tracking systems that help support the end of youth homelessness.

f. Work alongside and collaborate with the Clinical team on supportive skills and development training for case management and peer staff to provide trauma-informed supportive services to youth.

g. Oversee the maintenance of a referral network of partner organizations to ensure the Host Home team is equipped to link youth to appropriate services and to provide effective supportive programming services.

h. Ensure the use of a trauma-informed approach and best practices such as; Mental Health First Aid, motivational interviewing, and Harm reduction to model service provision and guidance within the Host Home program.

i. Create and monitor supportive programming outcomes to ensure annual goals are met;

j. Manage existing community connections and develop a strategic plan to build needed community connections and resources.

6. Track youth and host/mentor's member enrollment/activities, program outcomes, and contractual requirements and prepare documentation required for grants and agency reporting

7. Provide ongoing guidance and support for hosts and mentors as they host a youth, assess for barriers, and coordinate mediation between host and youth.

8. Support Hosts and Mentors through the host orientation and application process.

9. Create and Maintain tools and documents needed to track host and mentor engagement and recruitment

10. Monitor youth progress and program data in Salesforce and Client Track, including progress notes, referral logs, outreach events, youth interactions, attendance and service interactions

  1. Develop and implement monitoring of client satisfaction; Monitor youth and host/mentors feedback loop to evaluate supportive programming services, program outcomes, and participant services satisfaction

12. Quarterly assessing the processes for the recruitment, screening, ongoing support, and retention of hosts and mentors

Administrative Duties


1. Responsible for the oversight and supervision during Administrator on Call [AOC] duties as assigned

2. Work closely with other HMI departments and staff to support ongoing programs and services, including outreach activities and events for youth members

3. Meet and exceed all compliance standards for HMI and contracts by meeting deadlines, meeting outcomes and maintaining best practices in the delivery of service.

4. Convene weekly team meeting for Youth Homelessness Demonstration Project staff

5. Serve as primary liaison to the NYC Continuum of Care; serve as HMI representative to the NYC Coalition for Homeless Youth; provides supervisor and team with regular updates.

Knowledge, Skills and Abilities Required:

  1. LMSW required; LCSW preferred.
  2. Must have prior management experience leading a team and supervising staff, as well as strong administrative skills relevant to the management of government contracts/grants; experience with compliance and regulatory requirements.
  3. Demonstrated experience working with homeless and marginally housed LGBTQ youth.
  4. At least three years experience with diverse population of adolescents in an urban setting, including knowledge of lesbian, gay, bisexual transgender and questioning youth from various cultures and backgrounds.
  5. Demonstrated experience working with NYC housing and shelter systems.
  6. Demonstrated comfort with self-motivated, field-oriented direct practice with clients.
  7. Ability to exercise independent judgment when appropriate; strong decision-making skills.
  8. Excellent verbal and written communication skills, including conflict mediation

Computer Skills: Strong proficiency in video conferencing platforms, Microsoft 360, Word, Excel, PowerPoint and Outlook.

Additional Desirable Qualifications:

  1. Bi-lingual (Spanish-English) skills.
  2. Proficiency in Adobe Photoshop, Canva and other design editing programs
  3. Knowledge and connections to the youth house and ballroom scene.

Working Conditions:

  1. Work primarily in 2 Astor Place, NYC, except for Outreach work
  2. Traditional program work schedule: Monday-Friday, 12:00 pm to 8:00 p.m.

Salary : $75,000 - $80,000
