JOB SUMMARY & KEY OBJECTIVES:

The Human Resources Manager leads and manages all Human Resources Department functions including but not limited to employee relations, organizational development, recruiting & retention, compensation & benefits, employee policy & procedure, workers’ compensation & unemployment, and compliance & risk management for Hirzel Canning Company.

KEY RESPONSIBILITIES & ESSENTIAL FUNCTIONS:

EMPLOYEE RELATIONS

  • Develop and maintain solid working relationships  with all colleagues
  • Serve as an advocate for all employees and promptly investigate any issues that may arise during the course of employment
  • Establish and maintain personnel policies that optimize employee job satisfaction, morale, and retention. 
  • Oversee an employee exit strategy that delivers an effective exit interview process.  Review, approve, and manage terminations to ensure proper documentation, fair, effective, and non-discriminatory execution for all employees
  • Manage employee challenges that arise including but not limited to discipline, policy violation issues, and corrective action.

ORGANIZATIONAL DEVELOPMENT

  • Work with senior management to set long-term staffing goals and related HR strategies
  • Develop, oversee, and maintain complete job description library
  • Develop and oversee employee performance management protocol to include employee performance evaluation, development, and training. 

RECRUITING & RETENTION

  • Oversee administration of recruiting and hiring efforts for exempt and non-exempt personnel, developing ways to execute creative seasonal and full-time hiring strategies to ensure the hiring and retention of solid employees
  • Develop and oversee the onboarding process for the Company to include, but not be limited to background checks, hiring documentation, orientation process and training, periodic supervisor check-ins, and initial period (30 & 90 days) performance reviews.  

COMPENSATION & BENEFITS

  • Manage Company compensation program to include pay range structure, job classifications, annual and occasional employee adjustments, bonuses, and other incentive programs
  • Oversee hourly and salary payroll processes
  • Oversee day-to-day administration of employee 401(k) program including but not limited to new enrollments, employee changes, account closings, employee meetings, and participating in yearly 401(k) program audit
  • Oversee administration of the employee health care program and ensure cost-effectiveness of the program.  Make annual program recommendations to the President based on competitive bidding and comparative analysis.  Communicate any changes to any affected employees. Manage annual open enrollment, new employee enrollment and employee changes to include COBRA compliance
  • Oversee employee benefit programs such as vacation, health savings accounts, employee savings, and other applicable programs. 

POLICY & PROCEDURE

  • Develop and maintain Full-Time and Seasonal employee policies, procedures, and handbooks.

WORKERS COMPENSATION & UNEMPLOYMENT

  • Manage Workers’ Compensation program and employee claims by working closely with the BWC, managed care organization, third-party administrator, healthcare professionals and injured workers
  • Oversee Unemployment program in conjunction with ODJFS and other States as necessary.

SAFETY

  • Responsible for working with and assisting plant-level safety representatives with the safety program, keeping documentation up to date, and ensuring a safety-first environment. 

COMPLIANCE & RISK MANAGEMENT

  • Establish and maintain policies that adhere to EEOC, OFCCP, Affirmative Action, and internal diversity goals.
  • Oversee the maintenance of accurate and complete personnel records; ensure that rules concerning confidentiality and retention are followed.  Oversee training programs to ensure compliance with government regulations including but not limited to DOL, OFCCP, USCIS, OSHA, ODJFS
  • Keep abreast of legislation affecting human resources; train management in its application and monitor company policies to ensure compliance
  • Oversee FMCSA rules & regulations for CDL and designated drivers. 
  • Risk Management of areas related to Human Resources, defining what and why something is at risk, and managing Company exposure and handling of these risks.

REPORTING TO THIS POSITION:  

The following positions within the Company are direct reports to this position: 

  • Human Resources Specialist
  • Recruiting Specialist

    • Bending, twisting, turning, reaching below the knee, pushing, pulling, squatting, kneeling, standing, walking, sitting
  • Lifting requirements: 
    • Will regularly lift and/or move up to 25 pounds
    • Will frequently lift and/or move up to 50 pounds

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in business administration required with at least a minor in HR related studies preferred or five years experience in human resources with increasing management responsibilities
  • Thorough knowledge of laws affecting human resources administration
  • Demonstrated management, leadership, and organizational skills
  • Excellent interpersonal and communication skills
  • Bilingual is a preferred skill for this position

NOTE: Attendance on the job each and every day is absolutely essential to the efficient operation of the Company
