What are the responsibilities and job description for the Program Director position at Howard County Government?
Manage the Emergency Shelter Care Program's overall functioning, including supervising all assigned youth managers and case workers. Comply with Department of Child Services Regulations and Contract, interact with placing agencies, and report all pertinent information to courts.
DUTIES:
Supervise the Emergency Shelter Care Program;
Monitor program for compliance with all Department of Child Services Contract and Regulations;
Supervise caseworkers;
Monitor daily schedule, care/treatment plans, and staffing patterns;
Conduct monthly staff meetings;
Develop and monitor unit programming; remain informed of current therapeutic programs and interventions;
Prepare reports, treatment plans, and documents as required;
Develop, implement, and maintain Standard Operating Procedures for the unit;
Develop parent education and Parent Letters;
Maintain accurate records and ensure timely reporting;
Prepare programmatic and budget and needs;
Conduct employee evaluations, coaching, and reviews;
Prepare required reports to Administration;
Participate in multi-disciplinary team activities;
Participate actively in appropriate community organizations that would further the mission of the youth center;
Conduct periodic internal reviews or audits to ensure that compliance procedures are followed;
Be a certified CANS (Comprehensive 5-17) Super User;
Be available on a flexible (7) seven-hour-a-day schedule, Monday through Friday;
Assist in the development and implementation of facility Policy and Procedure;
Manage internship opportunities for Youth Manager and Case Worker;
Tours, marketing and public relations;
Rotate on-call for Emergency Shelter Care;
Maintain personnel file and competency training hours, engage in professional development;
All other duties as assigned
SKILLS:

Ability to effectively direct others.
Good computer skills.
EDUCATION:
Graduation from an accredited four-year college plus five years of paid experience in some field of social work, of which at least two years should have been in social work or a responsible supervisory or administrative capacity in the field related to social work.
Or graduation from an accredited four-year college, plus one year of graduate training in a recognized school of social work, including supervised casework in the field, plus two years of paid experience in the field of social work, one year of which should have been in a responsible supervisory or administrative capacity; except that a second year of graduate training or a Master's Degree from a recognized school of social work, including supervised casework in the field, may be substituted for one year of the required two years of paid experience in the field of social work.
Other skills required include TIC, CPI, CPR, and first aid.
