GENERAL DESCRIPTION:

The Deputy Chief plays a crucial role in supporting the Assistant Chief and Fire Chief in managing emergency services operations. This position oversees various administrative and operational duties aligned with the department's mission. The Deputy Chief may take command of emergency incidents and is responsible for resolving administrative issues even during after-hours, weekends, and holidays. Strong business acumen, particularly in dealing with private companies and contractual agreements, is essential for managing resources and ensuring operational efficiency. Success in this role requires leadership, organizational skills, teamwork, effective decision-making, and the ability to navigate complex business environments.

Based out of the Plaquemines LNG (PLNG) facility in Port Sulphur, LA, this role provides primary support to the PLNG facility.

Our client company, Venture Global LNG, involves close collaboration with the IRFD Deputy Chief. Venture Global LNG (“Venture Global”) is a long-term, low-cost provider of American-produced liquefied natural gas, servicing the global demand for North American natural gas and supporting the long-term development of clean and reliable energy supplies.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

Direct and Manage Department Operations:

  • Oversee planning, coordination, and management of department and shift operations.
  • Develop, implement, and review goals, objectives, plans, and programs for the service line.
  • Prepare annual budgets, control expenditures, and ensure operational standards are maintained.
  • Develop strategies for protecting life and property within the facility.
  • Assist in developing systems, policies, and procedures for consistent department services.
  • Manage the dissemination, interpretation, and application of department policies, including approving exceptions as needed.

Administrative and Personnel Management:

  • Enforce health, safety, and department policies and procedures (e.g., NFPA standards).
  • Ensure training and development activities for subordinates are completed and documented appropriately.
  • Lead and coordinate tactical training initiatives and drills, providing leadership, coaching, and feedback to personnel.
  • Reward, recognize, and counsel individuals and crews, managing discipline and maintaining high morale and performance standards.
  • Ensure personnel are aware of and adhere to policy requirements, modeling professionalism.

Emergency Response and Coordination:

  • Coordinate and control emergency response operations within the Incident Management System and department guidelines.
  • Apply the Risk Management Model to assess and respond to strategic and tactical situations.
  • Ensure adequate apparatus, equipment, and personnel are available for effective and safe incident mitigation.
  • Document progress and maintain accountability systems for personnel during emergency responses.
  • Organize and conduct post-incident analyses to improve future operations.

Equipment, Apparatus, and Station Oversight:

  • Conduct regular inspections of department equipment, apparatus, and stations, ensuring proper functionality.
  • Monitor repairs, recommend replacements, and enforce safety standards for all operational tools.
  • Ensure fire stations remain clean, accessible, and functional for emergency response needs.

Training and Professional Development:

  • Conduct post-emergency evaluations to identify and document training needs for personnel.
  • Allocate in-service training time to ensure all crews meet department standards and certifications.
  • Develop and conduct training sessions, ensuring information is accurate and presented in sequence for optimal learning.
  • Maintain training records and ensure personnel participate in scheduled drills and skills assessments.

Operational Oversight and Reporting:

  • Review and approve emergency response reports from all shifts, ensuring accuracy and compliance with guidelines.
  • Develop and review operating guidelines, recommending improvements as needed.
  • Manage special projects, contribute to long-range planning, and budget development.

Education and Liaison Responsibilities:

  • Participate in educational activities, presentations, and demonstrations to enhance the department’s image.
  • Liaise with private companies, third-party contractors, and external stakeholders to ensure the effective management of service lines such as firefighting, emergency medical services, and technical response services.
  • Coordinate and maintain relationships with other emergency services organizations to share knowledge and improve operational efficiencies.

Maintain Professional Competency:

  • Stay current with new legislation, regulations, and best practices affecting department operations.
  • Participate in physical fitness activities to maintain personal conditioning and ensure readiness for emergency response.
  • Engage in professional development opportunities such as courses, seminars, and professional associations.

Team and Performance Management:

  • Build and manage effective teams to ensure high crew performance and morale.
  • Ensure all personnel and crews adhere to departmental guidelines and policies while maintaining a professional image.
  • Provide feedback on performance, recommend disciplinary actions, and recognize achievements.

Participation in Officer’s Meetings:

  • Attending weekly Officer's meetings to provide updates, share insights, and ensure coordination of efforts across the department.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

  • Industry standards and best practices for industrial fire brigades.
  • Facility layout, including process areas, hydrants, and equipment locations.
  • Operation and maintenance of department equipment.
  • Emergency response laws, regulations, and organizational policies.
  • Business management principles, including strategic planning and resource allocation.
  • Supervisory processes and techniques relevant to industrial firefighting, EMS, rescue, and hazardous materials operations.
  • Training program development and implementation.
  • Human behavior and performance, including individual differences and motivation.
  • English language structure and grammar.

  • Assessing emergency situations quickly and determining mitigation actions.

  • Experience in emergency management planning and response coordination at the organizational level.

WORKING CONDITIONS:

· Full-time position with a forty-hour work week.

· May include after-hours or weekend duties.
