- Experience in performing simple to moderately complex appraisals of commercial properties for ad valorem property tax purposes and other work related to the analysis and valuation of commercial property preferred.
- Preference given to candidates with appraisal and taxation or real estate experience, Excel, report writing, work with estimations of replacement cost structures, construction.
- Understand traditional approaches to value (cost, sales comparison, income approach and reconciliation) and familiar with Measure 50 application.

I. Position Summary
Performs appraisals of commercial properties for tax assessment purposes. Performs a full range of complex analytical tasks with specialized knowledge in the area of commercial appraisal and works under general direction within a framework of established procedures.
II. Examples of Essential Position Duties (The following duties represent some of the principal job duties; however, they are not all-inclusive. Other duties may be required or assigned.)
- Performs property inspections, valuation studies, and appraisals of a variety of improved and unimproved commercial, industrial and multi-family properties.
- Inventories physical attributes of properties; estimates quality and income potential of various properties. Compiles and formats raw data; schedules group coding for input into Computer Assisted Mass Appraisal (CAMA) software.
- Evaluates the physical characteristics of real property to determine qualifications for inclusion in Department of Revenue historic, tax exemption programs or other subsidies.
- Develops sales, rental, expense and rate studies; calculates appraised value using cost, income and market value approaches; make value conclusions.
- Responds to public inquiries from taxpayers, property owners, attorneys and business professionals concerning appraisal policies and procedures.
- Conducts appraisals of properties following recordation of property consolidation or segregations.
- Assists in the resolution of appraisal problems resulting from incorrect appraisals and with public concerns raised in connection with the appraisal process.
- Prepares narrative appraisal reports of appraisals including findings and recommendations.
- May represent the Jackson County Assessor’s office at the Board of Property Tax Appeals (BoPTA) and at Magistrate hearings.
- Adheres to regulatory requirements, collective bargaining agreements, County and departmental policies and procedures, required trainings, as well as safe work practices.
- Develops and maintains effective internal and external working relationships at all levels.
- Has regular and reliable attendance. Overtime may be required.
III. Minimum Requirements (Performance of the essential duties of this position includes the following requirements, physical demands and/or working conditions)
Education and Experience
- Associate’s degree in property appraisal or a related field AND three years experience as a registered property appraiser; OR
- Any combination of education and experience which provides the applicant with the desired skills, knowledge, and ability required to perform the job, which must include three years experience as a registered property appraiser.
License, Certificate or Other
Requires possession of a valid driver’s license and an acceptable driving record. Certification as a Registered Property Appraiser with the state of Oregon as provided in Oregon Revised Statute 308.010. Adhere to continuing education requirements as provided in Oregon Revised Statute 308.010 3(a).

Knowledge, Skills and Abilities
Requires knowledge of modern principles and theories of real property appraisals with emphasis on the income approach to value. Ability to use recording instruments such as deeds, mortgages, and contracts; effectively apply appraisal experience and personal judgement in property analysis; make accurate appraisals of a variety of property types including complex and/or atypical properties; read, understand and apply information obtained from a variety of sources including written documents, manuals, architectural drawings, flood maps, aerial photographs, deed cards and surveys, reports, lists, charts, blueprints, cadastral maps, zoning books, previous appraisals, building permits, sale recordation, income and expense statements; prepare accurate, clear, and concise appraisal reports, both form and narrative, schedules, guides, ratios, rates, sales sheets, stipulation forms and other materials, records, logs, reports, and files; communicate effectively both orally and in writing; follow oral and written instructions; establish and maintain cooperative working relationships with those contacted in the course of work; use mathematics to make calculations related to area of work assigned; work independently and prioritize work to meet established deadlines; provide instruction in appraisal methods, techniques, principles and practices to others; use and operate a variety of office machines, computer and peripheral equipment, tools and supplies in the completion of assigned work; ); and interpret and explain department policies and procedures as necessary.
Physical Demands (Performance of the essential duties of this position includes the following physical demands)
Requires the ability to perform field appraisals including exertion of a moderate amount of physical effort; requires sufficient hand/eye coordination and dexterity in the use of fingers, limbs or body to perform semi-skilled repetitive movements, filing, data entry and/or use of other office equipment or supplies; must be able to perceive forms and colors accurately; requires the ability to operate motor vehicles. Tasks involve frequent walking over rugged terrain and on steep slopes, standing, lifting and carrying objects up to 50 pounds and some climbing. Tasks are regularly performed outdoors with exposure to adverse environmental conditions such as heat, cold, wetness, dust, odors, vehicular exhaust fumes and wildfire smoke. Requires driving.
Working Conditions (Performance of the essential duties of this position includes the following working conditions)
Incumbents are exposed to adverse weather, including extreme temperatures, rain, snow, sleet and hail. Incumbents are also exposed to dangerous or unpleasant conditions and substances, including noise, traffic hazards, biohazards, noxious plants and wildlife. May include exposure to disruptive people.
