Job Summary

The Tribal Harvest Program Manager is responsible for management and operations of fishing vessel duties, Educational Fishery and Wildlife Harvest planning, gathering and curriculum development in partnership with other Tribal programs and community partners. The Program Manager provides updates to the Kenaitze Indian Tribe's Hunting, Fishing and Gathering Commission and Tribal Council. Assists Tribal Council and the Hunting, Fishing, and Gathering Commission in establishing a permanent fishery.

Essential Functions

  • Manage, implement and report all activities related to the Fishery permit, educational curriculum, salvage program and fishing vessel operations
  • Manage, mentor, train and succession planning for all Tribal Harvest Program employees
  • Responsible for providing outstanding and safe on water experiences by creating a balanced presentation of nature, culture, history education and sport specific technique
  • Responsible for implementation of Educational and Traditional Moose Hunt permits, reporting and curriculum
  • Responsible for overseeing fish distribution and providing weekly required reporting to Alaska Fish and Game
  • Develop and document all cultural activities on a daily basis for end of year report submission
  • Ensures all Tribal Members and visitors safety by keeping the fish site and/or vessel neat, clean, and drug and alcohol free
  • Manage research grant opportunities, the Harvest Program budget and approve in accounting software, work schedules and time cards
  • Responsible for drafting, review, and implementation of the Tribal Harvest Program policies and procedures
  • Ensures compliance with Tribal, federal, state, and local employment laws and regulations, Tribal policies and TERO ordinance

Qualifications

Education

  • Associates degree, or a combination of education and experience in a related field may be substituted for a degree

Experience

  • One year (1) of experience in similar traditional harvest programs
  • Three (3) years of supervisory experience
  • Experience in fishing gear upkeep and repair, and in fish cleaning and preparation
  • Experience with firearms and firearm safety
  • Public speaking and good communication

License/Certification

  • Must have a valid Alaska State driver's license and must remain insurable under the Tribe's policy, or obtain within 90 days of hire, or, with approval of the hiring manager, sign a *Memorandum of Understanding (MOU) in lieu of having a driver's license to perform the required duties of the position (If Applicable)

Preferred

  • Knowledge and experience working with cultural diversities
  • Captain's license

Special Skills

  • Proficiency with Microsoft Suite, or obtain training within 90 days of hire
  • Conducts business in a service-oriented manner that is attentive, pleasant, respectful and kind when dealing with un'ina, visitors, co-workers and others
  • Ability to multi-task, work independently, and meet deadlines
  • Ability to form and maintain positive/proactive work relationships with a wide variety of people, agencies and personalities as a representative of the Tribal Programs department
  • Familiarity of all state and federal requirements/regulations
  • Familiarity with navigation in Alaska and local area
  • Ability to effectively handle exposure to inclement weather conditions and potentially rough seas
  • Ability to show a high level of discernment and strict confidentiality according to ethical standards as written in the Tribe's Code of Conduct and Tribal Policy
  • Familiarity with both modern and traditional methods of harvesting wild game to include seal, moose, assorted fish, etc
  • Willingness to learn the language, culture and history of the Dena'ina people

This position is a Covered Position subject to all requirements of the Alaska Barrier Crimes Act (ABCA) and to the Indian Child Protection and Family Violence Prevention Act, (ICPA). ABCA and ICPA requirements apply and must be complied with at all times in order to remain in the position.

  • Memorandum of Understanding: Serves as documented evidence that the Kenaitze Indian Tribe has expressed the ineligibility of an employee to operate motor vehicles owned, leased or rented by the Kenaitze Indian Tribe, or to operate a personal vehicle on behalf of the Kenaitze Indian Tribe.
