We are currently recruiting for a resourceful and passionate Asset Manager for the Home Ownership Program who will focus on manufactured homes and working with senior communities to perform challenging skilled technical work managing the Home Ownership program, overseeing the work of property managers and maintenance staff, and managing special or related projects as needed or assigned 

 

Work is performed under the general supervision of the Senior Asset Manager.  Direct supervision is exercised over three Property Managers and one Maintenance Mechanic, and general supervision of Property Specialist and Landscaper/Cleaner as well as working with a third-party property management company that oversees one of the five communities in this portfolio.

The Asset Manager will: 

 

  • Directs the Home Ownership program, with a focus on Senior Manufactured Home Communities, including setting property performance, financial, and maintenance goals; tracking leasing rates, operational and financial performance; reviewing and approving property budgets; recommending or denying expenses; identifying areas for operations improvement; and managing tenant accounting and long-term financial planning.
  • Supervises property managers and maintenance staff, including work assignments, training, recruitment, evaluations, and disciplinary actions.
  • Reviews lease violations, monitors rent collections and complaint handling, decides on legal actions and evictions and oversees legal paperwork, collaboratewith and trains staff on legal matters
  • Collaborates with property staff and Housing Authority departments to develop and implement new policies, procedures, and practices to improve program efficiency.
  • Conducts regular property inspections to ensure physical integrity, market competitiveness, and curb appeal.
  • Develops and implements plans for improvements, which involves overseeing bidding for capital projects and repairs, and coordinates with maintenance and construction staff to align with Authority standards.
  • Attends professional development seminars to stay updated on regulations and legal guidelines related to manufactured housing communities
  • Responds to emergencies and attends property meetings

Required Qualifications: 

  • Bachelor's degree in accounting, business administration, finance, or related field AND
  • Considerable experience in accounting, finance, property management, or real estate work OR
  • An equivalent combination of education and experience.

 

Required Knowledge, Skills, and Abilities: 

  • Knowledge of real restate practices with regards to manufactured housing communities, including home sales and liens.
  • Demonstrates knowledge of applicable federal, state regulations, and policies and procedures, with regards to RCW Section 59.20 regarding manufactured home communities.
  • Ability to explain complex or technical information regarding rules, rights, regulations, policies, procedures, programs, or services to answer questions, resolve problems, communicate decisions or actions.
  • Practical experience with modern bookkeeping/accounting practices and money handling.
  • Knowledge of interviewing/counseling techniques.
  • Understands technical aspects of the position and continuously builds knowledge, keeping up to date on the technical or procedural aspects of the position. 
    • Proficiency in using Microsoft Office programs including Outlook, Word, Excel and other analytical software programs.
  • Able to identify problems and needs of the community and develop solutions, programs, or services to resolve these problems
  • Uses independent judgment and discretion in planning, directing, and managing housing community operations
  • Effectively manages activities and personnel under direct responsibility.
  • Ability to interpret and implement landlord tenant law, housing policies and regulations and meet with tenants to resolve problems and complaints. 
  • Effectively communicates and presents ideas orally and in writing
  • Forms and maintains effective working relationships with associates, tenants, consultants, contractors, and the general public.
  • Establishes and nurtures relationships with stakeholders, regularly inviting feedback and suggestions; works cooperatively with others as an active member of a team.

 

Special Requirements: 

  • Consent to and pass required assessments. 
  • Consent to and pass a driver's and criminal records background check. 
  • Must possess a valid driver's license and transportation to regularly travel between work sites. Must have an acceptable driving record at time of appointment and throughout employment.

Salary & Benefits:

The salary range for this position is $102,238.00 - $126,263.00 annually dependent on qualifications and professional experience. The complete salary range for this position is $102,238.00 - $150,289.75 annually. Performance based merit increase opportunities and COLAs are reviewed on an annual basis. A comprehensive health care benefits package for you and your dependents includes medical, dental and vision insurance, life and long-term disability insurance plans, vacation, sick and personal leave, tuition reimbursement, and retirement benefits are also available.

After initial onboarding, this role will have the opportunity to work remotely up to 60% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and having the ability to report to the Central Office in Tukwila will be required. Some local travel may be required to support KCHA business needs.

Work is performed in an office environment and at KCHA sites. This position will be required to travel to work sites and housing sites as needed. This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
