The Municipality of Kingston located in Luzerne County, PA is seeking an experienced Finance Director to lead all financial operations. This key management position is responsible for budgeting, accounting, and financial reporting. The Finance Director also advises the Municipal Administrator on financial matters and contributes to strategic planning and long-term financial management.
Key Responsibilities:
- Financial Management: Oversee the development, administration, and reporting of the Municipality’s annual operating and capital reserve budgets. Prepare financial analyses and long-term financial plans to ensure future stability.
- Budgeting & Auditing: Assist the Municipal Administrator with the preparation, review, and presentation of the municipal budget. Coordinate and manage the annual audit process, ensuring timely completion and compliance with standards.
- General Ledger & Financial Controls: Supervise all accounting functions, including accounts payable, receivable, and fixed assets, while ensuring compliance with laws and regulations.
- Staff Supervision: Manage, train, and evaluate Finance Department staff to ensure effective operation.
- Strategic Planning & Policy Development: Participate in and provide advice on strategic planning, financial forecasting, and policy development.
- External Relations & Compliance: Serve as the primary financial representative with external entities and ensure compliance with all financial regulations.
- IT & System Management: Administer financial software systems, ensuring integration with other Township operations and coordinating with IT on updates.
Qualifications:
- Bachelor’s degree in Finance, Accounting, Public Administration, or a related field (Master’s preferred).
- Minimum of five years of supervisory experience in finance or accounting, municipal finance experience preferred.
- Strong knowledge of governmental accounting and financial management.
- Excellent communication and leadership skills.
The starting salary will be based on qualifications and experience.
