DEPUTY HIGHWAY COMMISSIONER
Department: Highway
Reports to: Highway Commissioner
Grade/Wage: Grade 5, $72,800.00 to $91,520.00
FLSA Status/Hours: Exempt, 40 Hours per week

Summary:
The Deputy Highway Commissioner is a supervisory, management position requiring planning, scheduling, directing and dispatching personnel and equipment, supervision of personnel, and communicating effectively with employees, customers, and the public. Perform the duties of the Highway Commissioner in the Commissioner’s absence. This individual works closely with the Patrol Superintendent.
Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned.
- Work with the Commissioner, Patrol Superintendent and Operations Manager to determine priorities and daily work plans including plowing and sanding of roads, pothole patching, roadside vegetation control, pavement marking, hot-mix plant operations, paving, shouldering, culvert and drainage maintenance, crack-filling, and sign shop management.
- Directs and/or reviews the planning, design, construction and maintenance of highways, and highway structures including asset lifecycle management.
- Prepare and submit cost estimates for advertised or requested construction and maintenance work. Advise customers in selecting construction or maintenance work options for their specific projects.
- Direct supervision of the Operations Manager and Foreman. Indirect supervision of all Highway Workers.
- Continuously track construction and maintenance budgets.
- Request proposals and coordinate work of contracted services utilized on highway projects (pulverizing, milling, bridge/culvert inspections, materials production, etc.).
- Inspect construction and maintenance projects both during operations and upon completion. Meet with foreman and/or crews to discuss: safety, efficiencies, quality of work, and public input related to the project.
- Participate in operational meetings as needed.
- Supervise the road condition inventory on PASERWARE software.
- Schedule Langlade County bridge maintenance and repairs as indicated in the bridge inspection reports.
- Prepares reports required by other units of government, including the Tier II hazardous materials form, right-of-way permit applications, air emissions inventory report, general/stormwater and conditional use permits.
- Patrol highways to assess condition and maintenance needs.
- Coordinate and participate in off-hours on-call activities with other on-call personnel. Dispatch personnel and equipment as needed for weather-related maintenance and other emergencies.
- Provides information to the public concerning road construction. Attend public information meetings, utility coordination meetings and other plan review meetings. Post road closures or detour notices.
- Review/approve utility permits. Monitor installation of utilities and inspect when completed to ensure compliance with policy.
- Directs the developing and compiling of cost estimates for improvements of county roads, maintenance services and shop operations.
- Assists with the preparation of the department budget.
- Oversee the development and maintenance of the database systems for inventory of culvert pipes as well as small structures (6-20') to ensure regular inspections and updates to inventory.
- Supervise long line painting crew and schedule maintenance of markings on the County and State Highway system.
- Respond to inquiries and complaints regarding department operations.
- Ensure employees comply with safety procedures, Department rules, and provisions of the Employee Handbook.
- Oversee the training and instruction of new employees in the proper operation, safety, maintenance, and repair of Highway Department equipment, with respect to Department rules and practices.
- Advise the Highway Commissioner of employee performance and conduct.
- Attend Highway Committee meetings as requested.

Education and/or Experience;
Minimum education requirements: Bachelor’s Degree in Public Works, Civil Engineering, or related field. Engineering Certification preferred.
Recommended work experience: Five years of work experience in highway maintenance and/or construction is required with a minimum of 2 years in a managerial or supervisory capacity.
Knowledge, Skills and Abilities:
- Thorough knowledge of highway construction, maintenance and repair practices.
- Thorough knowledge of the federal, state and local laws, codes and regulations related to highway construction and maintenance activities.
- The ability to analyze, diagnose, and solve problems.
- Ability to plan, estimate, organize and coordinate highway maintenance and construction work in a safe, timely, cost-effective manner.
- Ability to execute a highway maintenance program that optimizes life-cycle cost.
- Ability to communicate effectively and maintain effective working relationships.
- Ability to exercise independent judgment.
- Ability to interpret drawings, specifications, manuals, etc.
- Ability to prepare estimates, specifications and RFP (request for proposals) for highway maintenance and construction projects.
- Maintain a valid Wisconsin CDL.
Technological Skills:
Working knowledge of Windows and Microsoft Office Suite.
