What are the responsibilities and job description for the Manager, Clean Energy Workforce position at Lewis and Clark Community College?
Scope of Position
The Climate and Equitable Jobs Act (CEJA) is comprehensive energy legislation that was signed into law by Governor Pritzker on September 15, 2021. It aims to incentivize renewable energy development, accelerate electric vehicle adoption, create statewide clean energy workforce training programs, and support communities facing energy transitions. CEJA is particularly focused on growing the clean energy workforce and helping clean energy businesses grow, with a priority on Illinoisans living in communities that have historically faced economic barriers and environmental damage.
To ensure success of the Alton Area CEJA Workforce Hub by managing and coordinating the programmatic, fiscal, and administrative activities of the CEJA Workforce Hub for this network of Clean Energy partners including coordination of team members; effective communication and collaboration with the CEJA Governing Board and Advisory Council; supporting an equity-focused culture; and preparation of performance, fiscal, and other reports as required by the Department of Commerce and Economic Opportunity.
Key Measurable Expectations (KMEs)
- Provide leadership and coordination with the overall program planning and decision-making for the success of the CEJA Workforce Hub;
- Report to the Governing Board on program status, needs, and challenges through regularly scheduled planning meetings;
- Work closely with the CEJA Navigator in the coordination of the outreach/recruitment and intake process;
- Oversee the design and delivery of high-quality and culturally responsive training programs and curricula that prepare participants for careers in the clean energy sector;
- Establish and maintain strong relationships with employers, educational institutions, community organizations, and other partners who can provide opportunities and support for the Hub’s participants;
- Identify and secure funding sources and grants to sustain and expand the Hub’s activities and impact;
- Represent the Hub in various forums and events, and promote the Hub’s achievements and best practices to relevant audiences;
- Monitor and evaluate the Hub’s performance and outcomes, and prepare regular reports and feedback for internal and external stakeholders;
- Ensure equitable access for participants in all aspects of training and support;
- Monitor day to day operations for CEJA Workforce Hub;
- Monitor budget and expenditures;
- Ensure all programmatic and fiscal requirements are met including submission of reports.
- Maintain and sustain Advisory Council membership with regular communication to discuss programmatic updates, issues, opportunities and obstacles;
- Participate in and promote professional development for team and partners, especially around an equitable culture;
- Work closely with Transition and Support Coordinator to coordinate retention and follow up activities of participants;
- Work closely with Project Support Assistant to collect and analyze, through surveys and other means, data on participants that will be the basis for programmatic changes.
Minimum Training and Experience Required to Perform Essential Job Functions
- Bachelor’s degree in relevant field, such as education, environmental studies, social work, or business administration, or equivalent experience and training;
- Minimum of five years of experience in managing and implementing workforce development, education, or community engagement programs, preferably in the clean energy or environmental sector;
- Valid Driver’s License required;
- Demonstrated knowledge and commitment to the principles and practices of diversity, equity, and inclusion, and the ability to work effectively with people from different backgrounds, cultures, and perspectives along with a deep connection to the communities being served by this project;
- Excellent communication, presentation, and interpersonal skills, and the ability to build rapport and trust with diverse stakeholders;
- Strong leadership, organizational, and problem-solving skills, and the ability to work independently and collaboratively in a fast-paced and dynamic environment;
- Ability to work in an enthusiastic and encouraging way with participants, team members, and partners;
- Ability to work as part of a team;
- Positive relationships with local Clean Energy and/or community partners;
- Proficiency in Microsoft Office, Google Suite, and other relevant software and platforms.
Team Members can expect to be paid a salary between $55,035 to $74,297, which includes an excellent benefits package. The salary will be based on a combination of relevant education, training, work experience, and skill competencies.
