What are the responsibilities and job description for the Manager of HSE Support Systems position at WHC Energy Services?
This position can be based in either our Houston TX or Broussard LA, corporate office, with minimal travel required to project sites across the business.
WHC – A Surerus Murphy Company (WHC), is seeking to recruit a Manager of HSE Support Systems. The Manager of HSE Support Systems ensures the successful implementation and continuous improvement of the WHC HSE Management System (SMS) across all projects and sectors, ensuring compliance with local, state and federal standards and regulations, as well as industry best practices. This role involves collaboration with internal stakeholders to manage the ongoing and proactive development of HSE systems, programs and processes, as well as leading their strategic implementation, to advance WHC’s safety performance and influence amongst its peers. The Manager of HSE Support Systems will guide HSE improvements to ensure consistent and effective practices across all WHC endeavors.
KEY RESPONSIBILITIES
Strategic Safety Leadership:
- Helps to develop and champions a long-term safety vision and objectives, aligned with corporate strategy.
- Drives organization-wide initiatives for continual safety improvement, identifying opportunities to enhance safety performance.
- Actively monitors industry trends and regulatory changes which impacts the business and proactively recommends changes that will maintain WHC’s competitive position.
Safety Program Development and Oversight:
- Leads the development of safety program documents, including reviewing and writing policies and procedures to ensure they are aligned with HS&E regulations
- Proactively recommends strategic changes to program components, ensuring WHC’s continuously improving HSE management system remains an industry leader.
- Streamlines the HSE framework to ensure seamless integration across all WHC projects.
Risk Mitigation:
- Supports the risk assessment processes, such as sector hazard assessments and corporate risk registry.
- Leverages data and industry trends to proactively identify and mitigate potential risks.
Coaching, Mentorship, and Training:
- Mentors safety personnel across multiple sectors, ensuring widespread comprehension of HSE programs and processes.
- Works with the Learning and Development Team to provide guidance on the development of safety training programs.
- Stakeholder Engagement and Communication:
- Liaises with key client representatives, regulatory bodies, and industry stakeholders to ensure alignment with health, safety & environmental expectations.
Continuous Improvement and Reporting:
- Identifies strategic initiatives aimed at improving the safety management system such procedural reviews and improvements, technology utilization, corrective action review and implementation and operational processes.
- Regulatory Compliance and Auditing:
- Ensures compliance with all applicable local, state, federal, industry-specific and sector HSE standards.
- Supports regular audits and inspections, facilitating any necessary adjustments to maintain compliance.
Note: In addition to these duties personnel are required to carry out such other duties as may be reasonably required to support the objectives of the company.
POSITION REQUIREMENTS
Qualifications
- Certified Safety Professional (CSP) is highly preferred, or actively pursuing
- Bachelor’s degree, preferably in HSE related discipline
Experience
- 7 years of experience in a HSE related position in the oil & gas construction industry (i.e., pipeline construction, facility construction).
- Familiarity with management systems and their elements, preferably ISO and/or PSMS components.
Skills and Knowledge
- Strong understanding of Occupational Safety and Health Administration (OSHA) and Pipeline and Hazardous Materials safety Administration (PHMSA) regulations.
- Proven ability to lead across multi-disciplinary teams and manage complex situations with professionalism.

- Strong communication skills, with the ability to confidently represent the company in various stakeholder settings.

- Proficient in creating clear, concise reports and procedures.
- Intermediate knowledge of MS Office Suite (Word, Excel, Outlook, PowerPoint).
REPORTING RELATIONSHIPS
The Manager of HSE Support Systems reports directly to the Vice President of HSE. This position supports operations, fostering an aligned, cohesive approach to health & safety across all WHC projects.
