What are the responsibilities and job description for the Planner position at Lincoln County?
The Planner performs professional planning duties in the development and implementation of county planning activities to support the functions of the Lincoln County Planning Department. Responsibilities include issuing building permits; reviewing and processing planning submittals; researching and preparing reports and analysis of planning problems; and assisting the Planning Commission and the County Commission, the public, and various outside agencies with planning related inquiries, plans, and policies.
Job Responsibilities:
- Respond to public inquiries relating to projects and activities including county plans, policies, and ordinances.
- Research and prepare staff reports to the Planning Commission and the County Commission.
- Perform special projects as assigned.
- Assist in the review of proposed actions or decisions before the Planning Commission and the County Commission. Make written and oral presentations on such matters. Assist with preparation of agenda.
- Review and process planning submittals such as Conditional Use Permits (CUPs), temporary use permits, building permits, septic permits, home occupation permits, rezonings, variances, and platting. Review and issue permits as required by Lincoln County ordinances.
- Investigate complaints and violations of Lincoln County ordinances. Draft and send violation notices to property owners in non-compliance of various county ordinances.
- Work with the public to resolve concerns such as zoning and public nuisance issues.
- Collect and interpret the data relevant to the preparation and implementation of County planning documents.
- Prepare and maintain maps, records, reports, and construction and other statistical information for the office.
Applicants Should Possess:
Bachelor's degree in urban/regional planning or related field of study plus some relevant work experience. Comparable combination of education and experience may be considered. Must successfully complete pre-employment background process.
Highly Qualified Applicants Will Also Have:
Knowledge of the principles and practices of planning. Master's degree in planning or closely related field. Ability to read legal descriptions and maps. Public speaking experience. Previous experience in public planning, GIS and/or code compliance.
