Overview
The Business Process Analyst will support the Department of State's Bureau of Consular Affairs’ Directorate of Passport Services (CA/PPT) in a transformational project aimed at enhancing customer experience and improving coordination and staff satisfaction. This role requires working with a Senior Business Process Analyst and other team members to conduct comprehensive assessments of human capital management plans, organizational structures, and customer delivery models, providing actionable recommendations, and collaborating with various stakeholders. The position will be in Washington, DC and will include the potential for remote work. The position will include virtual engagement with CA leadership as well travel to various CA facilities and stakeholder across the United States.

Responsibilities
- Support Senior Process Engineers and direct hires in customizing functions and process maps for each organizational function.
- Visit with each of the organizational structure owners to gather detailed information about their functions.
- Collect data on whether work is performed by full-time employees (FTEs) or contractors, and identify steps that are automated or client self-serviced.
- Determine current timeframes for each step in process maps, based on available data.
- Format organizational structures and process maps for review and presentation.
- Conduct process mining exercises to identify inefficiencies and opportunities for business process improvement.
- Assist in developing and maintaining project documentation, including weekly activity reports and progress updates.
- Prepare and distribute activity reports summarizing project progress, barriers encountered, and critical junctures.
- Maintain detailed records of all project-related activities, meetings, and communications.
- Collaborate with team members to ensure alignment with project goals and objectives.
- Participate in team meetings and contribute to discussions on project strategy and execution.
- Provide regular updates to Senior Process Engineers and direct hires on task status and any issues that arise.

Qualifications
Minimum:
- Bachelor’s degree in Business Administration, Management Information Systems, Industrial Engineering, Organizational Design or Development, Human Resources, Public Policy or a related field.
- Industrial Engineering, Organizational Design, Public Policy or a related field.
- 5 years of experience in business process analysis, process mapping, or a related role.
- Familiarity with process mapping and modeling tools (e.g., Microsoft Visio, Lucidchart).
- Basic understanding of data analysis tools (e.g., Excel).
- Strong organizational and time management skills.
- Excellent communication and interpersonal skills.
- Ability to work collaboratively in a team environment and manage virtual engagements.
- Must have active Secret clearance.
Preferred:
- Experience with the U.S. Department of State or other federal agencies.
- Certifications in Lean Six Sigma or other process improvement methodologies.
- Familiarity with enterprise resource planning (ERP) systems (e.g., SAP, Oracle).
- Knowledge of human capital management systems (e.g., Workday, PeopleSoft).
- Familiarity with human-centered design methodologies and engagement tools (e.g., Mural, Miro, Figjam)
