The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO) is seeking to hire a visionary human resources professional who is a highly skilled leader to serve as our next Organizational Development and Training Manager (DOT Executive IV). As Organizational Development and Training Manager and a key member of our team, you will be tasked with working closely with all levels in the Transportation Secretary’s Office (TSO) and Modal Administrations to develop and implement programs and practices that develop our professionals to build effective teams across MDOT. This managerial-level role enables organizational performance and effectiveness by developing and implementing strategies and programs to drive a culture of continuous professional development and improvement.
In this dynamic role, you will:
- Oversee and implement programs for professional development that will include a competency-based approach to all aspects of talent and performance management
- Conduct continuous reviews and acquire program feedback, identify trends and prepare analyses, and identify organization development tools and resources for program modification and improvement
- Develop a multi-year strategic plan with emphasis on first year, foundational initiatives, activities and achievements, policies and procedures, communication, approaches, and methodologies tailored specifically for MDOT's human resources, business processes, and operating environments.
- Develop strategic alliances with Universities and Colleges and human resources contractors and consultants specializing in training and development programs, tools, and resources
- Develop, propose, and manage budget for Organization Development and Training
The current vacancy exists at MDOT TSO in the Office of Human Resources, which is located in Hanover, MD. (Anne Arundel County).
Qualifications
PREFERRED QUALIFICATIONS:
Education: A bachelor’s degree in Education, Human Resources, Instructional Design, Organization Development, Psychology, or a related discipline.
Experience: Six (6) years of progressively responsible human resources leadership experience in leading and administering programs in training and development, workforce development, needs assessments, facilitating virtual and instructor-led classroom training, and evaluating program outcomes. Two (2) years of the six years of experience should have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
The ideal candidate will possess:
- Knowledge of curriculum build, training design, and measurement of training objectives
- Prior experience designing, delivering, and measuring leadership training for managers
- Strong knowledge of training principles, methodologies, and adult learning theories
- Excellent organizational and time management skills
- Strong interpersonal, presentation, and, communication skills
- A high degree of personal and professional ethics
- An energetic, creative, and solution-oriented mindset
