The Culture of Safety Lead will direct and oversee the Division’s Culture of Safety/Collaborative Safety initiatives. This role will collaborate with other departments and State agencies are using similar models to integrate best practices and key learnings. The role will be responsible for evaluation of outcomes, quality assurance, and other continuous improvement activities to improve the state’s incident monitoring and implementation of services, practices, and policies. The incumbent support people with complex needs through the development and implementation of new evidence-based strategies, programs, policies, and systems to change current services and supports. These initiatives align with the goals and requirements of the Positive Supports Rule, positive behavior support practices, person-centered practices, safety science, and related rules/policies/practices and best practices.

- Coach, mentor, and lead the Community Capacity and Positive Support staff assigned to work on the Culture of Safety initiative and incident monitoring
- Lead strategic planning and statewide designs for Culture of Safety work aimed to improve integration of person centered, positive supports throughout the service delivery system and support people in the community
- Provide direction for partner engagement, technical assistance (TA), training, education, and consultation to lead agencies, providers, division staff and management on prohibited and restricted procedures, service suspensions and terminations and person-centered, positive support policies
- Utilize research of best practices and analysis of relevant data related to the implementation and use of positive support strategies, coordinate DHS efforts to effectively support people with complex behaviors in community-based settings
3 years of specialized experience in policy, system change, and/or program development relating to community-based services. Experience must include:
- Extensive knowledge of Culture of Safety Initiative, safety science, positive support, and/or person-centered principles and practices
- Knowledge of Minn. Statute 245D and Minn. Rule 9544 related to home and community-based services
- Knowledge of Minnesota’s home and community-based services and policies
- Experience with project management, continuous quality/process improvement, program redesign or related approaches.
- Demonstrated leadership sufficient to establish work goals and expectations, anticipate problems, plan contingencies, evaluate results, provide feedback, and advise others.
- Use of Microsoft Office Suite basic programs along with PowerPoint, Visio, and SharePoint
- Knowledge of disabilities programs at both the state and federal levels
- Strong human relations and communication skills with ability to successfully manage sensitive interactions and situations.
- Ability to give presentations and to facilitate meetings to guide, solicit and explore diverse perspectives.
- Oral and written communication skills to communicate in-person and large group settings
- Bachelor’s degree or higher in psychology, social work, education, public health, or related fields
- Variety of experiences working effectively with others from different backgrounds and/or cultures
