What are the responsibilities and job description for the Human Services Program Consultant position at Ohio Department of Children and Youth?
Acts as program consultant for assigned number of local home visiting programs. Provides technical assistance to local agencies; develops linkages between identified services in a city, county and regional basis (e.g., human services, mental health, Head Start, drug and alcohol services) and assists local home visiting provider agencies in developing prenatal to five programs. Works with other program consultants to monitor and evaluate services in funded projects to assure standards of service and maintenance of accepted standards of practice. Creates an interactive trusting relationship with programs to facilitate program implementation, orientation of new supervisors/program managers, and ongoing support. Plans, develops, implements, coordinates and evaluates services. Works with programs to improve compliance to expectations, processes, and outcomes. Works with partner organizations to support and develop home visiting programs. Works as a home visiting subject matter expert and will be the point person with the (OCHIDS) Ohio Comprehensive Home Visiting Integrated Data System. Acts as a liaison between the Help Me Grow Home Visiting program and state level allied programs (e.g., Early Intervention, Women, Infants and Children Program [WIC], Child and Family Health, Head Start, and the OCHIDS development team to identify needed enhancements to the data system in order to support the home visiting models. Provides technical assistance to providers. Reviews and analyzes data to write reports on home visiting and to make recommendations on the expansion efforts of HMG. Establishes rapport with and works closely with the model consultants as needed.
Assists in preparing grant proposals, complying with grant requirements (e.g., Grants Administration Policies and Grants Management Information System), developing subsidy and provider agreements, complying with contract requirements and carrying out their stated activities. Conducts programmatic and fiscal reviews in conjunction with other program staff. Develops compliance and activity reports, as specified by supervisor, as well as necessary federal and state funded project reports using PC and word processing software. Compiles and disseminates statistical data and other resource data relating to Help Me Grow, MIECHV or other home visiting services. Reviews county reports to identify trends and service patterns.
Maintains positive working relationships with Help Me Grow & MIECHV funded agencies throughout the state. Publicizes available programs and activities to interested personnel and agencies. Collaborates with private and public agencies and organizations on planning Help Me Grow, MIECHV or other home visiting services. Provides presentations and public speaking to local, regional, state and national workshops and conferences, as assigned
Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field; 18 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider.

Hybrid Work Details
Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY’s Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.
