    This position provides advanced professional knowledge and skills to analyze, design, and develop project and data management procedures for the Behavioral Health Division (BHD) School Based Services team. The position serves as a management analyst in BHD working on projects that span across the multiple Medicaid programs that provide behavioral health in school settings, including designing systems and procedures to 1) establish School Based Services Medicaid benefit including Minnesota Health Care Programs (MHCP) manual updates, policy implementation, and program coordination across agencies 2) Track and identify all training necessary for new implementation of programming for all Medicaid services. This would include mental health services that includes special education and the expansion of all Medicaid billable services impact. 3) Manage school based behavioral health provider data collection, analysis and reporting which is a condition for making MHCP payments and grant awards.

    This position will provide project coordination between the School Based Services team, Minnesota Department of Education (MDE), and local school districts to ensure timely implementation of school-based Medicaid benefits. The incumbent will also work to coordinate existing grant programs and Medicaid reimbursable services with new services to ensure a seamless implementation of all the services.

    Utilizing project management and communications skills this position will convene and align the expertise, efforts, and resources of multiple policy and research areas across BHD and MDE to support an “all of the above” approach to school based behavioral health services and ensure effective implementation across programs.

    This position is required to plan, develop, and maintain both internal and external facing tools to achieve school-based services initiative goals. This position focuses on working with and supporting numerous stakeholders including fellow staff, BHD teams, MDE staff and department leads across divisions and administrations as necessary to complete the work.

    Responsibilities include, but not limited to:

    • Provide project management to implement school-based services for new and existing school based behavioral health services for both Medicaid and School Linked Mental Health program grants.
    • Develop a data collection and tracking system for multiple complex school based behavioral health services programs to ensure successful program implementation and utilization.
    • Provide communication to providers, schools, and other stakeholders on policy updates and training initiatives as well as data-based reporting to support policy development, utilization management, and program implementation.

    Minimum Qualifications

    Two (2) years of experience working with data collection related to school-based Medicaid and/or health program.

    Experience must include:

    • Understanding of program and project management techniques.
    • Knowledge of program evaluation methods and strategies to conduct both qualitative and quantitative analysis.
    • Understanding of grant and/or contract management.
    • Understanding of the Medicaid rules and regulations.
    • Knowledge of roles and relationships of county, tribal, state, and federal governments.
    • Skilled at using MS Office Suite programs: Word, Excel, PowerPoint, Outlook.
    • Bachelor’s degree or higher in human services, business, psychology, or another related field may substitute for 1-year of work experience.

    Preferred Qualifications

    • Variety of experiences working effectively with others from different backgrounds and cultures.
    • Demonstrated experience facilitating discussions to guide, solicit and explore diverse perspectives.
    • Knowledge of contract management along with basic public budget and finance principles.
    • Advanced presentation skills working with presentation software, webinars, and websites.
    • Experience working with external and internal partners to achieve a common objective.
    • Strong human relations and communication skills; ability to communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
