Primary Purpose:
The Shelter Program Manager develops, manages, and reports on, and is accountable for the activities of the New Reach Shelters (Life Haven and Martha's Place) and its staff (including interns). This includes setting and carrying out policies, goals, and procedures for their departments; evaluating the quality of the staff's work; and developing reports and budgets. The Shelter Program Manager represents and promotes the agency by participating in various community activities and creating awareness of issues related to family homelessness.
Essential Functions:
•Provide crisis intervention to clients dealing with trauma, mental illness, and/or substance abuse issues
•Support staff in facilitating referrals and access to treatment and recovery-oriented care for mental health and substance use disorders
•Ensure implementation of evidence-based practices such as Trauma-Informed Care and Motivational Interviewing
•Facilitate access to permanent supportive housing and other necessary services, including primary care services and behavioral health treatment
•Oversee the intake process for all new clients, including the completion of biopsychosocial assessment(s)
•Provide short-term counseling services to shelter resident(s) per contract requirements
•Manage the day-to-day operations of the shelters, coordinating with the Operations team to address facility needs and policy implementation
•Monitor and revise program policies and procedures in collaboration with the Executive Leadership team
•Conduct mental health, substance abuse, and other risk assessments in line with program standards
•Track shelter census and turnover to ensure capacity utilization
•Facilitate case conferencing and shelter team meetings
•Supervise, orient and train shelter staff to ensure quality performance, implementing disciplinary actions when necessary
•Handle hiring, time verification, PTO approval, and performance evaluations for direct reports
•Monitor caseloads and capacity of shelter staff
•Advocate for staff professional development and training needs with HR and leadership
•Oversee data entry in electronic databases to ensure data integrity
•Foster community relationships by attending meetings and engaging with neighborhood groups and service providers
•Provide on-call and schedule twenty-four-hour emergency coverage, as needed
•Perform other duties as assigned
Qualifications:
•Master's degree in social work (LMSW preferred) or a related field
•Minimum 2 years of management and supervisory experience
•Experience working with clients dealing with substance abuse issues, mental health, HIV/AIDS
• Bilingual/Bicultural preferred
• Proven ability to lead and empower others; prior experience managing supportive housing, home visiting or shelter/residential programs preferred
