DEQ has an open opportunity for a Human Resources Technician II.
This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
This Human Resources Technician position is responsible for performing HR Technician II work by assisting the Division of Waste Management and the Human Resource Manager in the daily administration of human resource activities. Primary job functions in this role include, but are not limited to:
- Recruitment processes – preparing job announcements, screening, and referring qualified applicants in the State’s job posting system, NEOGOV.
- Supplemental staff management – serve as the division's liaison between the division supervisor and Temporary Solutions agency contact for all supplemental employment needs, including recruitment, onboarding, bi-weekly invoice reconciliation, and separation activities.
- Onboarding and staff changes – process and track all onboarding and staffing changes, including conducting new hire orientations, I-9 Forms in E-Verify, and maintaining necessary paper and electronic files.
- Process personnel actions in the State’s Human Resource Information System (HRIS) to include new hires, separations, transfers, promotions and salary adjustments.
- Perform various administrative tasks including serving as the division's timekeeper, processing reports in the State’s HRIS and preparing correspondence and HR documents for various HR actions.
- Provide policy and procedure information to division staff related to benefits, state, department, and division policies such as performance management, open enrollment, service award program and wellness initiatives.
- Maintain the filing system for the HR section.
- Strong skills in composing and proofreading written correspondence, using correct grammar, and vocabulary. Strong skills in MS products, Excel, Word, and PowerPoint.

Recruitment Range: $34,936 - $49,440
Knowledge, Skills and Abilities / Competencies
To qualify for this position, applicants must document on the application that they possess ALL of the following:
- Demonstrated work experience utilizing a HRIS or employee/personnel database.
- Documented experience using an Applicant Tracking System (ATS).
- Demonstrated experience working with employees and/or management in various Human Resources programs.
- Demonstrated work experience with benefits, recruitment and/or salary administration policies, practices, or processes.
Minimum Education and Experience Requirements
Associate's degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources; or equivalent combination of education and experience.
