Homeless Education Coordinator

Position Summary :

The Homeless Education Coordinator is responsible for coordination, oversight, and delivery of services for homeless students within OKCPS. This role ensures that these students and their families receive the educational support, resources, and advocacy needed to promote academic success and well-being. The coordinator serves as the primary point of contact for local child welfare and homeless services agencies ensuring compliance with federal, state, and local regulations including Title I, the Every Student Succeeds Act (ESSA), and the McKinney-Vento Homeless Assistance Act.

Essential Duties :

Great Culture (Support and Accountability) :

Student Advocacy and Support :

  • Serve as the district's designated contact to promote educational stability for students experiencing homelessness.
  • Assist students with enrollment, school transitions, and access to school services and programs.
  • Monitor attendance, academic performance, and overall well-being of homeless students, ensuring they have full and equal opportunities to succeed in school.
  • Ensure immediate enrollment and access to education for students in homeless situations to prevent educational disruption.

Compliance and Documentation :

  • Ensure district compliance with all local, state, and federal regulations, including Title I, ESSA, and the McKinney-Vento Act.
  • Maintain accurate records and documentation for homeless students, including academic progress, support services provided, and communication with stakeholders.
  • Mediate enrollment disputes for homeless students in accordance with the McKinney-Vento Act.
  • Prepare and submit required reports to district leadership and external agencies.
  • Facilitate the timely transfer of records, including lEPs, and ensure proper data sharing while
  • maintaining privacy protocols.
  • Train staff on the educational stability, enrollment processes, and rights of homeless students.
  • Great Systems (Systems Leader) :

    Collaboration and Coordination :

  • Coordinate with school personnel, district staff, and community agencies to implement best practices for serving homeless students.
  • Participate in collaboration meetings with Oklahoma Child Welfare, Tribal Welfare agencies, and local service providers to develop and lead processes for best interest determinations and other critical decisions.
  • Develop and maintain databases of homeless students, updating information regularly to ensure accurate records.
  • Facilitate data sharing with child welfare agencies and community organizations in accordance with FERPA and privacy protocols.
  • Coordinate and implement transportation plans for homeless students, managing any transportation disputes.
  • Program Development and Evaluation :

  • Develop and implement programs to support the academic and social-emotional needs of homeless students.
  • Monitor and evaluate the effectiveness of support programs, making data-driven adjustments as needed.
  • Create and monitor procedures necessary to identify the academic, social-emotional, transportation, and health needs of students experiencing homelessness.
  • Collect and analyze data to identify trends, gaps, and areas for improvement in services for these student populations.
  • Great Teaching & Learning (Instructional Infrastructure) :

    Training and Professional Development :

  • Provide training and professional development to district and school staff on the needs and rights of homeless students, as well as Title I provisions.
  • Conduct workshops for parents, guardians, and community members on resources and support available.
  • Stay current with best practices, policies, and legislation related to, homelessness, and education, sharing relevant updates with staff and stakeholders.
  • Develop a contact list with service providers, educate staff about resource availability, and monitor the provision of services.
  • Great People (Talent Management) :

  • Mentor and support school staff who support homeless students.
  • Serve as a resource for school administration, staff, parents, and community partners to ensure that policies and procedures are followed and documented.
  • Foster a collaborative and innovative work environment.
  • Additional Responsibilities :

  • Support the day-to-day operations and functions related to the support of homeless students.
  • Develop and disseminate public notices of the educational rights of homeless students in places where they receive services.
  • Coordinate, plan, and participate in community outreach events to promote the program and services.
  • Promote the overall effectiveness of the organization by sharing responsibilities and performing
  • tasks of other department members during peak periods or when there is an overload of duties.
  • Travel between locations to perform duties.
  • Perform other duties as assigned.
  • Minimum Qualifications (Knowledge, Skills and / or Abilities) :

  • Bachelor's degree in Education, Social Work, Counseling, or a related field; Master's degree preferred.
  • At least 5 years of experience working with at-risk youth, preferably in an educational setting.
  • Strong organizational and case management skills.
  • Excellent communication and interpersonal skills.
  • Ability to build and maintain positive relationships with diverse stakeholders.
  • Knowledge of homeless policies, procedures, and best practices.
  • Knowledge of the McKinney-Vento Homeless Assistance Act, and best practices, policies, and procedure of working with homeless students in an educational setting.
  • Cultural competence and a commitment to equity and inclusion.
  • Other Requirements :

  • Ability to work flexible hours, including evenings and weekends as needed.
  • Experience working in a diverse, urban educational environment is highly desirable.
  • Preferred Qualifications (Knowledge, Skills and / or Abilities) :

  • Bilingual (Spanish)
  • Relevant experience may be substituted for formal education at a 2 : 1 ratio. Therefore for every 1 year of college lacking, 2 years of directly relevant experience may be substituted.
  • Physical / Mental Requirements :

  • Must have adequate manual dexterity to write legibly and perform required duties on the computer.
  • Must have adequate visual acuity to read, interpret and transcribe written material and other required duties.
  • Requires normal range of hearing and clear speaking abilities to interact appropriately with others in person and on the telephone.
  • Requires some stooping, bending, stretching and occasional lifting not to exceed 25 pounds.
  • Sitting for prolonged periods of time.
  • Work Environment :

  • Office duties will be performed in a well-lighted, climate-controlled environment.
  • Will require time in office, as well as external meeting locations with community partners or schools throughout the OKC metro area.
  • May require participation in meetings and activities outside of normal business hours, including weekends and holidays.
  • May be required to work overtime and weekends and holidays.
