Contract Administrative Law Judge
Pay Rate: $50.00 Per Hour
Oklahoma Human Services (OKDHS) Legal Services unit is seeking a part-time contract Administrative Law Judge (or Hearing Officer) to conduct administrative hearings as required by state and federal law. This includes, but is not necessarily limited to, administrative hearings conducted in the areas of benefit appeals, child care licensing, Restricted and Community Services Worker Registries, foster home closures, and adoption subsidies.
Work is completed almost exclusively in a virtual environment with materials received electronically and hearings conducted remotely.
Job-related travel is OCCASIONAL, Although infrequent, job-related travel may be necessaryand any travel time necessary for completion of job duties will be factored into the hourly rate.Must possess a valid driver's license and maintain required car insurance.

Minimum Qualifications
- Contractor must possess a Juris Doctorate, be licensed and in good standing with the Oklahoma Bar Association and ideally possess administrative law or relevant subject matter experience.
- Participates in the scheduling of cases to be heard
- Carry out pre-hearing responsibilities and conduct hearings, analyze evidence, and determine the validity of claims in accordance with federal and state laws, regulations, administrative rules, and established caselaw
- Research laws, regulations, administrative rules, policies, and precedent relating to legal issues, presented and hearing procedures
- Establish findings of fact on the evidence presented, determine conclusions of law, and render final decisions based on testimony, the case records, and relevant legal authority;
- Determine the course and conduct of the hearing; administer oaths to witnesses; mayquestionwitnesses and rules on objections, motions, and admissibility of evidence; reviews documentary evidence and afford due process to each party; and
- Prepares final decisionconsistent with rulings
- Knowledge of legal principles and their application; the U.S. and Oklahoma Constitutions,federal and state statutes, rules, and regulations
- The principles of administrative procedures and the rules of evidence
- Familiarity with electronic legal research methods
- Skill in performing independent and difficult research as well asin analyzingand applying legal principles and precedents to difficult legal or factual issues.
- Ability tocommunicateboth orallyand written, utilizing different communication styles.
