About the Position and Department
This position may be appointed at any level depending upon qualifications, experience and current needs of the District. For the current vacancy, the District prefers to fill the position at the Reclamation Plant Operator III level. The Reclamation Plant Operator is a part of the Water Operations Department and reports directly to the Reclamation Plant Supervisor. This position is a member of a dedicated, service-oriented team where collaboration and leadership are promoted at all levels.
 
The Operations Department is responsible for the operations, maintenance and repair of all Otay Water District facilities and equipment. Facilities include pipelines, reservoirs, pump stations, lift stations, and a reclamation plant for potable water and recycled water distribution, wastewater collections, and wastewater reclamation. The Operations Department has a staff of approximately 54 employees.

  • Controls treatment processes through adjustments to equipment and correction to biochemical balance.
  • Conducts treatment process control sampling and testing.
  • Inspects wastewater treatment and reclamation equipment according to established procedures.
  • Administers proper quantities of chemical solutions.
  • Reads and records meters and gauges, interpreting information according to operating characteristics.
  • Regulates and adjusts equipment to conform to process requirements.
  • Checks equipment for vacuum, water, oil, and hot bearings.
  • Changes chlorine cylinders.
  • Assists Collection System Maintenance Team with customer calls and sanitary sewer overflow response and confined space entry procedures.
  • Identifies equipment malfunctions and advises supervisor.
  • Records pertinent information into a computer database.
  • Reviews laboratory analysis reports.
  • Oils, lubricates, and/or cleans and maintains equipment according to schedules or as required.
  • Flushes pumps and washes down tanks, sedimentation basins and similar facilities.
  • Adheres to safety, cleanliness, and fire prevention rules and safety standards.
  • Works in confined spaces utilizing proper safety techniques and equipment.
  • Performs  all other duties needed to operate and maintain a tertiary treatment plant.
  • Operates District vehicles.
  • Participates in rotational shifts including weekends and on-call/stand-by duty as required.
  • Must be able to respond to treatment plant and collection system stations within one (1) hour.
  • May serve as a member of the District's Hazwoper Team which includes entering and working in confined spaces, wearing SCBA respirator gear and respirator protection, wearing a Level A suit, and wearing a safety harness.

All levels require a valid California Class "C" Driver's License and a safe driving record.

Operator I
A valid State of California Wastewater Treatment Plant Operator Grade I Certificate issued by the Water Resources Control Board.

Operator II
A valid State of California Wastewater Treatment Plant Operator Grade II Certificate issued by the Water Resources Control Board.

Operator III
A valid State of California Wastewater Treatment Plant Operator Grade III Certificate issued by the Water Resources Control Board.

All levels require a High School Diploma or G.E.D.

Operator I
One (1) year experience performing operation and maintenance duties at a wastewater treatment or reclamation facility and possession of a California State Wastewater Treatment Plant Operator I; or an equivalent combination of training and experience.

Operator II
One (1) year experience performing operation and maintenance duties at a wastewater treatment or reclamation facility and possession of a California State Wastewater Treatment Plant Operator II; or an equivalent combination of training and experience.

Operator III
One (1) year experience performing operation and maintenance duties at a wastewater treatment or reclamation facility and possession of a California State Wastewater Treatment Plant Operator III; or an equivalent combination of training and experience.

This position will be subject to random drug testing during employment.
This position is an hourly, non-exempt position.
Otay Water District is a Smoking, Tobacco and Nicotine Free Campus. 

All Otay Water District employees are at-will pursuant to California Water Code, Section 71362.
