*Qualifications may warrant greater starting base pay within the full pay range. Individual base pay is determined by experience, job-related skills, and relevant education or training.


Position Summary

This position provides guidance to the Cooperative in the areas of environmental compliance, regulation, training and policy development.


Essential Duties & Responsibilities

  • Ensure compliance with federal, state and local environmental regulations, policies and permitting requirements throughout the Cooperative
  • Oversee data and compliance report filing, policy deployment and mitigation recommendations for compliance adherence
  • Prepare permit applications for regulatory agencies
  • Provide environmental training and education to enhance knowledge of environmental laws, regulations and topics
  • Develop and maintain relationships with key internal stakeholders with the incorporation of environmental implementation strategies
  • Review proposed regulations and agency guidance to assess the potential organizational impact
  • Analyze environmental information, manage risks and recommend strategic decisions that have cross-functional impact
  • Support development of the Cooperative’s position and response on proposed regulations and environmental issues
  • Develop and maintain environmental strategies and plans, i.e., an EP, EMP, HCP, APP, P2P, SPCC/SWPPP’s
  • Ensure compliance with the federal, state and local laws, and regulations, i.e., CWA, EPA, ESA, MBTA, NHPA, NEPA, RCRA, TAC, etc.
  • Facilitate compliance with all regulatory environmental standards and guidelines through internal controls, recordkeeping, documentation and training
  • Serve as the point of contact for any internal environmental incidents or releases
  • Serve as liaison with federal, state and local environmental agencies on behalf of the Cooperative and participate in issue resolution
  • Represent the Cooperative before environmental regulatory agencies dealing with regulatory issues such as permit negotiations, compliance issues and environmental rulemaking
  • Respond to hazardous material complaints, spills and releases
  • Support Emergency Coordinator during storm conditions
  • Benchmark environmental best practices to ensure continuous improvement in the Cooperative’s environmental performance
  • Contribute to development of the Environmental Services Department’s strategic plan and major initiatives
  • Provide training on methods and procedures of compliance, clean-up and mitigation
  • Supervise the work of office, administrative or customer service employees to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems
  • Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes
  • Implement corporate and departmental policies, procedures and service standards in conjunction with management
  • Discuss job performance problems with employees to identify causes and issues and work to resolve problems
  • Teach and instruct employees in job duties and company policies or arrange for training to be provided
  • Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action
  • Recruit, instruct and supervise subordinates
  • Interpret and communicate work procedures and company policies to staff
  • Develop and review operating procedures
  • Develop and manage department budget
  • Establish work priorities and activities
  • Recommend promotions, transfers, hires and other disciplinary action
  • Establish metrics and prepare monthly reports
  • Coordinate activities with other departments
  • Prepare and present Environmental Services Department updates for executive management, Board of Directors Committees and Board of Directors meetings
  • Maintain the security of confidential information
  • Stay abreast of advances in technology
  • Demonstrate regular and prompt attendance
  • Performs other related duties as necessary or assigned


Supervisory and/or Leadership Responsibilities

A full range of managerial activities, training, evaluation, counseling and recommendation for termination. This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.

  • Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting
  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information
  • Knowledge of principles and processes for providing customer service
  • Knowledge of federal, state and local laws, rules and regulations that affect the environment
  • Skilled in monitoring and managing performance
  • Skilled in establishing and communicating performance expectations and metrics
  • Skilled in time management
  • Skilled in preparing and conduction presentations
  • Skilled in prioritizing and managing changing priorities
  • Skilled in anticipating, identifying, analyzing and resolving conflict and problems
  • Skilled in negotiation techniques
  • Ability to detect non-compliance conditions and secure corrective action
  • Ability to communicate effectively verbally and in writing
  • Ability to listen and understand information verbally and in writing


Minimum Qualifications - (Education, Experience)

  • Bachelor’s degree in Natural Resource Management, Environmental Science or related field
  • Master’s degree preferred
  • Directly related environmental work experience may substitute for education
  • Ten years of experience in environmental field
  • Five years of supervisory experience
  • Valid Driver’s License

  • Exempt employees receive a fixed bi-weekly salary to compensate them for all hours worked during each pay period
