Caseworkers are responsible for the process of determining initial eligibility for all Income Maintenance programs to include Adult and Family & Children's Medicaid, Refugee Assistance, Low Income Subsidy, and applications from the Federally Facilitated Marketplace.

Work at this level includes such tasks as the interviewing of clients to obtain required information, completing initial applications, verifying the information obtained, determining eligibility, or completing scheduled program reviews/changes in circumstance. Employees must explain program(s) requirements and options and advise or refer clients to other program services as appropriate.

Caseworker is also responsible for preparing and presenting information at local hearings and state appeal hearings for applicants/clients that have been denied services.

Caseworker serves as Shelter managers during emergencies/disasters, issues fishing licenses and registers applicants/clients to vote.

Caseworkers are also required to assist with other programs as needed to include taking and processing applications as well as completing recertification and assisting in any other capacity as needed within the organization.

The caseworker is assigned to a team within the Income Maintenance Section. This position is responsible for taking and processing applications, determining eligibility, and maintaining cases for Medicaid, Low Income Subsidy, and the Federally Facilitated Marketplace. This includes interviewing the client, verifying information, determining eligibility, maintaining the record, and making changes to the record. The employee must determine how the changes impact the eligibility of the case. Other duties may be assigned to this worker when deemed necessary by the supervisor.

The worker in this position must be human services oriented and possess the ability to interact well with supervisors, co-workers and customers and be able to work in a team environment.

Caseworker will make the final decision regarding eligibility for all cases assigned to the position upon evaluation of all information received and in compliance with appropriate program manuals. Questionable or problem cases will be reviewed with the immediate supervisor.

Caseworker must utilize generated reports daily to include manual reports to process applications, recertification/redeterminations, and changes within the mandated time frames. It is the caseworker's responsibility to ensure they adhere to mandated time frames even if incorrect on report as well as report to immediate supervisor all discrepancies.

The worker is responsible for performing any other assigned duties that may be deemed necessary by the immediate supervisor and/or division director.

Caseworker must possess excellent computer skills and possess the ability to key information accurately according to program guidelines. Caseworker must possess excellent interviewing, listening, reasoning, organizational and computational skills with the ability to read, comprehend and evaluate documents from a multitude of sources. Worker must possess the ability to manage and work independently and under stress, be extremely organized yet sufficiently flexible to meet unplanned assigned work. Worker must possess strong communication interpersonal skills to communicate with people from diverse backgrounds and educational levels. The ability to cope with stress is a requirement of this position. Worker is constantly contacted from many different sources on a daily basis. The ability to prioritize, use good sound judgment and multitask is an essential requirement

Caseworker must possess considerable knowledge of all the programs. General knowledge of all agency and community programs and services which could affect the client/applicant is also needed. Caseworker must possess good mathematical reasoning and computational skills. Caseworker must have the ability to read, analyze and interpret rules, regulations, and procedures. Caseworker must have the ability to communicate with clients/applicants, the public at large and public officials to obtain data, and to explain and interpret rules, regulations, and procedures. Caseworker must perform caseworker functions within structured time frames.

Required Minimum Training:

A bachelor's or associate degree; or graduation from high school and two years of paraprofessional or clerical public contact experience which should have included negotiating, interviewing, explaining information, gathering, and compiling of data, analysis of data, and/or the performance of mathematical or legal tasks; or graduation from high school and one year of experience in an income maintenance program; or an equivalent combination of training and experience. Must possess excellent computer skills sufficient to use NC FAST, North Carolina's online case management system, as well as various other search engines and software programs.

Additional Training/Experience:

Experience in certain related agencies, health care agencies, and volunteer work with helping organizations such as Red Cross, part time workers in LIEAP or any other type that is based on need criteria.
