General Definition of Work

Performs difficult professional and technical work directing, supervising, and coordinating the Inspections and Permitting Department ensuring that the Department operates in compliance with the applicable building and trade codes, and state law. Work involves setting policies and goals under the direction of the Assistant County Manager. Departmental supervision is exercised over all personnel within the Department. Any additional duties as needed or assigned.

Essential Functions

· Plans, directs and supervises activities and programs in the Inspections and Permitting Department, including oversight of the building permit application process and building inspection process.

· Serves as principal communicator regarding the County's regulations, policies and procedures on all inspections and permitting matters to elected and appointed officials, County employees, officials from other political jurisdictions, citizens, property and business owners, real estate developers, and the media.

· Oversees personnel affairs of the Department; recruits and selects Department personnel; assigns, directs, inspects and evaluates the work of assigned staff; rewards, transfers, promotes, demotes, suspends and terminates Department personnel in accordance with approved personnel policies; coaches, counsels and trains staff; develops staff schedules.

· Provides guidance and direction to staff as needed; serves as a communicator and facilitator with builders, contractors, and trade groups; analyzes processes seeking opportunities for improvement in efficiency and responsiveness.

· Collects data from permitting sources; analyzes the data and provides the data to relevant stakeholders for the benefit of decision making and strategic planning.

· Creates, coordinates, and implements all Department policies and procedures.

· Prepares and administers Departmental operating budget and maintains compliance with all applicable laws regarding building permit revenue.

· Serves in an emergency management role when necessary and as assigned by the Emergency Management director.

· Receives complaints regarding defective construction and handles enforcement problems.

· Answers questions from private citizens, contractors and builders.

· Reviews plans to determine compliance with codes.

Knowledge, Skills, Abilities, Education and Experience

Comprehensive knowledge of building construction materials and methods; knowledge of State building and related codes, laws and ordinances; ability to read and interpret plans, specifications and blueprints accurately and to compare them with construction in process; ability to plan, supervise and coordinate the work of assigned personnel; firmness and tact in enforcing ordinances and codes; ability to establish and maintain effective working relationships with building owners, contractors, associates and the general public; ability to write professional and technical reports and papers; ability to plan and supervise the work of subordinates.

Bachelor’s degree from an accredited college or university in Architecture, Engineering, Construction Management or related field and five years of management or supervisory experience in the construction or inspection field or an equivalent combination of education and experience. Prefer previous experience in a County or Municipal Building Inspection’s Department with familiarity with code enforcement and/or planning.

Possession of Standard Level III certifications by the State of North Carolina in the building, electrical, plumbing and mechanical fields are preferred. However, standard level one certificates in plumbing, mechanical, electrical and building are required within 36 months of start date followed by acquiring Level II and III in a reasonable time from date of hire as developed and/or directed through the County Manager.

Valid driver's license in the State of North Carolina.

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work occasionally requires using hands to finger, handle or feel and reaching with hands and arms, frequently requires sitting and speaking or hearing and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, occasionally requires exposure to the risk of electrical shock and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).

Pay: $74,077.65 - $92,597.07 per year
