POSITION:  Human Resources Director


DEPARTMENT:   Administrator


CLASSIFICATION:  Position is covered under the Pipestone County Personnel Policy and Classification Pay Plan.  FLSA exempt.


NATURE OF WORK:  Position involves coordinating county employment practices with federal, state and local regulations.  Provides assistance to the County Administrator, Board of Commissioners, department heads and employees regarding personnel functions and policy.  Duties include a variety of human resource functions, e.g. recruitment, hiring, training, new employee orientation, job classification and compensation plans, benefits administration, mandatory reporting, policy compliance, employee database and labor relations.  Assists the County Administrator in the management in the day to day affairs of the county. Performs the duties of the County Administrator in his/her absence. Work is performed under the supervision of the County Administrator and is reviewed and evaluated through conferences and/or observation of results.


AUTHORITY:  Hired by the recommendation of the County Administrator with County Board approval.   Subject to a six-month probationary period, pre-employment criminal background check and driving record check.


LEGISLATIVE REQUIREMENTS:   None


RELATIONSHIPS:   Reports to County Administrator as necessary or required.


BASIC QUALIFICATIONS:   HS graduate/GED

Associate degree in human resource management or closely related field with a minimum of three years of related experience; OR high school plus one year post-secondary education in a closely related field with a minimum of five years of related experience; OR a combination of education and experience deemed acceptable by Pipestone County.

Bachelor’s degree in business administration, human resource management or related field preferred.

Related experience includes benefits administration, labor relations, compensation administration, and recruitment.

Valid driver’s license.


KNOWLEDGE, SKILLS, AND ABILITIES

             Knowledge of PC operations, software, and networking.

Knowledge of state and federal labor laws .

Knowledge of OSHA regulations

Ability to maintain confidential information.

Ability to perform technical research on specific problems.

Ability to analyze and compile quantitative and statistical information and to prepare complex reports.

Ability to establish and maintain satisfactory working relationships with county board members, elected officials, department heads, employees, and members of the public.

Ability to manage various issues and information in a confidential manner.

Ability to present information in a clear and concise manner.

Ability to effectively assist in top level administrative functions.

Ability to research information and analyze data to arrive at valid conclusions, recommendations, and plans of action.


SPECIFIC DUTIES/RESPONSIBILITIES:  Includes, but not limited to the following:

Essential Duties:

  • Conducts the recruiting, selection, and hiring processes in accordance with personnel, policy, union contracts, MN and federal employment law.  Conducts new employee orientation with processing of all paperwork.
  • Drafts and recommends policy and personnel items for Board consideration.  Develops policies or procedures as requested and works collaboratively with the County Administrator to ensure staff and Board are current on all human resources issues.
  • Interprets rules, policies, procedures and applicable laws for county personnel.  Coordinates training and support for county personnel as needed or required. Collaborates with management team.
  • Assists in compliance activities as related to employment and labor law generally including but not limited to: COBRA, Affirmative Action, ADA, FMLA, HIPPA, FLSA, PELRA, OSHA, unemployment compensation and workers’ compensation.
  • Prepares county personnel budget for all departments.  Calculate estimated cost of wages, salary, payroll tax, and insurance.
  • Reviews and updates position descriptions. Drafts descriptions with department head/supervisor input and recommends final product to Board.
  • Maintains the county compensation plans. Proposes modifications, conducts salary and benefit surveys, recommends wage levels.
  • Maintains employee files and records regarding evaluations, vacation/sick leave, status changes, certifications and disciplinary actions.  Adheres to data privacy regulations.
  • Advises department heads/supervisors on disciplinary problems and grievances.  Investigates personnel complaints and grievances.
  • Responsible for the employee health, dental, life, long term disability insurance, VEBA/HSA, flexible spending program for the entire county organization.  Propose changes in policies, coverage, and insurance vendors.   Conduct enrollment meetings, educate employees, resolve employee issues regarding insurance coverage.
  • Ensures, in collaboration with the County Administrator, compliance with all duties relating to Workers’ Compensation:  First Reports of Injury, OSHA 300 Log, filing of claims, monitoring claim status, return to work programs, accident and injury prevention training, assist department heads and employees in the Worker’s Compensation policies and procedures. 
  • Serves as the Designated Employer Representative for the employee drug and alcohol testing program.  Maintains participant rosters, notifies supervisors of testing schedules, receives and files results in personnel medical files and submits mandated reports.
  • Participates on management committees for collective bargaining agreement negotiations, mediation and grievances.  Prepares final draft of negotiated contracts with presentation to the Board.
  • Prepares various reports as necessary or mandated, such as pay equity, salary reports, or annual MIS reports for drug and alcohol testing program.
  • Participates on various committees as appointed.  Prepares and distributes minutes.
  • Attends conferences and training sessions pertaining to personnel issues to maintain current knowledge of statutes and trends.
  • Certifies all salary changes to Auditor’s Office. Assists Auditor’s Office with payroll adjustments and corrections as necessary.  Works with Administrator in resolving payroll issues.
  • Reviews timesheets for accuracy, submits payroll adjustments and corrections as necessary.
  • Provides budget input to County Administrator regarding human resources.  
  • Observes prescribed health and safety precautions in the performance of all tasks.
  • Performs other related duties as required/directed.

PASSPORT PROGRAM

  • Required to learn the process of accepting passports by becoming a certified passport agent and will act as Facility Manager and Program Manager for the passport acceptance program. 
  • Maintains an adequate number of passport acceptance agents within the facility and that those agents are certified to accept passport and to maintain their certification

Additional Duties:

  • Takes minutes of Board meetings and prepares minutes for County Administrator review.


Access to Not Public Data 

The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions Ch. 13 Minnesota Government Data Practices Act.


Physical Requirements:  In a typical eight-hour day this person sits seven hours and walks/stands one hour.  Notable physical demands include: (1)occasional bending, stooping, squatting, reaching, kneeling, pushing/pulling; (2)frequent carrying/lifting of up to ten pounds; (3)grasping and fine manipulation with hands; (4) continuous work at waist level, occasionally at chest/shoulder level; (5) frequent need for verbal and written communication; (6) frequent to continuous need to hear normal conversation, see with far and near acuity; (7) frequently works with office equipment and the computer.  Some travel is required.
