    Position Purpose:

    Title 1 Literacy Specialist .70 FTE
    As part of the GIPS MTSS framework, the Title I Literacy Specialist primarily provides job-embedded professional learning for teachers administering Tier II and III literacy instruction. In conjunction with GIPS school principals and Academic Support Coaches that serve Title I buildings, the Literacy Specialist provides additional support and technical expertise that Title I buildings need to effectively coach for high quality implementation of tiered literacy instruction. This would include support to intensify Tier 1 instruction in the classroom when data suggests it’s a need and monitoring the integrity and effectiveness of all Tier II and III literacy interventions. This specialist will also work closely with the L4L Elementary ELA Coordinator assisting in coaching, monitoring, and providing professional learning.

    Title 1 Improvement Coordinator .30 FTE
    The Title I Improvement Coordinator is responsible for providing instructional coordination and leadership to all principals of Title I schools in the development, implementation, and monitoring of their continuous improvement and Title I schoolwide plans and actions to increase student engagement and improve student achievement. Emphasis will be placed on Title I schools and programs with the purpose of removing barriers to learning and to close learning gaps. This position leads and supports Title I principals in planning and evaluating identified strategies and interventions that are supplemental to those strategies and interventions provided by the district as well as ensuring district regulatory compliance with the NDE and federal government.

    Essential Job Responsibilities:
    Title I Literacy Specialist:

    • Collaborate with Title I building principals, Academic Support Coaches, classroom teachers, and Reading Interventionists to determine the best match for reading intervention materials based on data decision making rules. This includes matching their screening data with the best intervention as well as implementation training and monitoring for integrity.
    • Support the analysis of systems data to determine the health of core instruction and any needs for universal (Tier I), targeted (Tier II), and intensive (Tier III) literacy intervention across Title I schools with the support of the L4L Elementary ELA Coordinator.
    • Connect staff with professional development resources that intensify their Tier I instructional delivery or Tier II and Tier III intervention supports for all educationally disadvantaged students.
    • Provide regular and consistent check-ins with Reading Interventions to monitor Tier III data
    • Collaborate with the building principal, Academic Support Coach, Positive Support Coach Coach, EL Specialist and other departmental leadership to provide strategic supports for staff.
    • Stay abreast of current trends and best practices for instructional leadership, curriculum, literacy instruction, and literacy assessment.
    • Support the development of family literacy engagement opportunities.
    • Collaborate with district Leadership for Learning (L4L) team members to facilitate task force curriculum, instruction, and assessment work, including professional development on behalf of Title I schools.

    Title I Improvement Coordinator:

    • Assist principals and staff with assessing school strengths, continuous improvement plans, Title I schoolwide plans and specific areas of need to ensure that all students learn to their highest potential.
    • Collaborate with GIPS Title I building staff to research, purchase, and implement supplemental resources, services, and materials for students that are allowable through Title I.
    • Support principals and building leadership teams in Title I buildings with the development and implementation of comprehensive improvement and professional learning plans.
    • Assist in the collection, dissemination and analysis of performance data to uncover trends and act strategically and effectively to assist leaders in improving results. Support professional learning for staff to implement initiatives designed to reach targeted students.
    • Maintain a current knowledge base in: curriculum and instruction, Title I best practices in education, special education, strategies for school improvement, strategies for closing achievement gaps, applicable Federal and State regulations, and local Board policies and procedures.
    • Serve as the Title I representative in the development, implementation and evaluation of the comprehensive district improvement plan and other school district projects and committees.
    • Research, develop, organize, and provide oversight to schools in providing extended learning opportunities (e.g. before and after school, and Title I summer school opportunities).
    • Collaborate with the Leading for Learning department.
    • Collect evidence on an ongoing basis for compliance NDE monitoring visits and other audit requirements.
    • Collaborate with the Nebraska Department of Education to adhere to federal, state and school district laws, guidelines, rules, policies and procedures and monitors for compliance.
    Additional Job Responsibilities:

    • Maintain confidentiality of information concerning staff, students, and parents in accordance with law and District rules.
    • Adhere to the code of ethics of the District and the Nebraska Department of Education (NDE Rule 27).


    Position Requirements:

    • Masters Degree in Educational Leadership preferred, Curriculum and Instruction, with an emphasis in Reading and Literacy.
    • Title I school building experience is highly preferred.
    • Valid NE Driver’s License.
