POSITION SUMMARY:
This role is on-site in Chula Vista, CA.
The HR Manager provides strategic and operational HR services in support of organizational priorities and employee needs to onsite population as well as remote teams. Administers various generalist functions including but not limited to: staffing, employee relations, benefits, compensation, HRIS administration and other areas. Troubleshoots human resources issues and assists in resolving problems. Serves as HR Business Partner contact for first and second line managers for both onsite and remote functional areas.
Provides services in recruiting and onboarding, team member complaint investigation/response, performance management, coaching, pay administration actions/transfers, job description development and career pathing. Works with organizational line leadership to develop and implement positive culture building programs, employee appreciation/recognition, member safety, workers compensation/return to work actions and proactive member communications. Provides guidance to line management on corporate policies, Federal, State and local laws and regulations and corrective actions. Helps to create and implement training for team leader and member development.
DUTIES AND RESPONSIBILITIES:
- Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
- Conducts new hire orientation (for both on-site and remote populations), facilitates onsite interviews, and by resolves employee queries.
- Provides day-to-day guidance to line management on HR-related matters (e.g., performance management, coaching, counseling, career development, disciplinary actions, and policy interpretation).
- Analyzes trends and metrics in partnership with the HR team to develop solutions, programs and policies.
- Collaborates with HR team on general administrative matters and special projects.
- Manages and resolves complex employee relations issues. Conducts effective, thorough and objective investigations.
- Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.
- Identifies training needs for employees, line management and senior leadership
- Attends and participates in employee disciplinary meetings, terminations, and investigations.
- Responsible for HR Information System and other HR-related systems such as benefits and 401(k), ensuring data integrity and timely data entry).
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

QUALIFICATIONS/EDUCATION:
- BS/BA in Human Resources Management, Business Administration preferred. Equivalent experience will be considered.
- PHR/SPHR/CP/SCP certification a plus
- 5-7 years human resources experience in a fast-paced environment, including direct experience in performance management, manager and employee development, change management processes, communication processes, compensation and wage structure, supporting diversity and inclusion, policy interpretation and enforcement
