Pueblo City-County Library District is conducting a search for Assistant Manager of Security Services. The Assistant Manager- Security Services helps to fulfill Pueblo City-County Library District’s (PCCLD) mission by maintaining a welcoming environment while ensuring public safety and enforcing library policies, procedures and Rules of Conduct. This position works closely with the Manager of Security Services to ensure effective day-to-day security operations and serves at all library branch locations as needed.

The Assistant Manager - Security works under the general supervision of the Manager of Security Services and may receive daily direction from the Manager of the job site. This position does not directly supervise employees. The Assistant Security Manager works as a member of the security team to support adherence to security protocols and supports library staff in performing their jobs. The Assistant Security Manager plays a crucial role in fostering relationships with community partners and law enforcement, ensuring that security operations align with broader safety goals.

The Assistant Security Manager will possess the acumen and skills to act in both administrative and operational capacities.

The candidate in this role must maintain confidential information and serve as a role model for appropriate conduct in the library. This position is frequently in direct contact with the diverse public, requiring diplomacy and skill in building rapport with others regardless of age, ethnic background, religion, sexual orientation, socio-economic status, mental or physical ability level, or beliefs.

PRIMARY DUTIES AND RESPONSIBILITIES

Serves as the Person-in-Charge (PIC) and acting Supervisor in the manager’s absence; to include opening and/or closing duties, ensuring proper security and event staffing levels, attending leadership meetings and/or representing the Manager of Safety and Security Services in the Manager’s absence. May also approve time-off requests and employee time cards as directed by the manager.

Administrative

  • Schedules Event Support staff members for event coverage. Ensures staffing levels meet event requirements.
  • Maintains records and reports relating to safety and/or security issues; maintains customer and staff confidentiality within local, state and federal requirements.
  • Compiles Security and Safety data, including incidents and communications, and prepares monthly reports.
  • Facilitates library reinstatement meetings for individuals previously suspended to assess readiness for reentry and adherence to library district rules of conduct.
  • Provides incident report quality control by monitoring and reviewing incident reports. May coach security officers and library staff on proper incident report documentation.
  • Conducts research in support of projects and assignments for the Security Services function.
  • Enters suspension details into the database and maintains accurate records.
  • Tracks suspension durations and monitors compliance with reinstatement criteria.
  • Keeps separate log tracking drug-related use and suspensions for reporting purposes.

Security

  • Assists the Manager of Safety and Security Services with the daily Security operations including, but not limited to, ensuring appropriate staffing levels for both Security and library events. May also assist the Manager of Security Services with special projects and initiatives.
  • Provides excellent customer service, creates a courteous and welcoming atmosphere for library customers and staff.
  • Is anchored at the Rawlings library, but will patrol all library facilities and property to identify safety and security concerns. May be stationed at various library branches as needed.
  • Explains library policies to patrons, uses de-escalation techniques to address issues and resolve conflicts.
  • Responds to and investigates disturbances on Library property; escorts unruly or disruptive persons from the premises; reports suspects involved with criminal activity to the appropriate law enforcement agency.
  • Understands emergency protocols and quickly responds to emergencies in accordance with the Emergency Action Plan. If needed, acts as liaison between the Library and local fire departments and law enforcement agencies.
  • Secures library at opening and closing; performs periodic checks of facility and grounds; monitors alarm systems and responds to alarm activation (possibly after hours); performs on-call duties as required.
  • May coordinate with external law enforcement and emergency responders to develop joint response strategies and enhance security measures.
  • Participates in regularly scheduled department meetings. Attends All Staff Development Days and other training sessions to acquire new skills and to stay current on all information that is pertinent to PCCLD.
  • Reads daily organizational communications from intranet, e-mail, newsletters and print announcements. Stays current on all library services, programs and events throughout the district. Regularly accesses electronic time keeping, payroll and personnel employee access systems.

Training

  • Leads the training of new security hires.
  • May lead safety and security training for all library district personnel.

Community Partnerships and Outreach

  • Builds relationships with community partners through outreach activities. This could include attending and/or leading regular community meetings relative to safety and security and participation in community safety events such as Safety Jams and Safety Nights.

OTHER DUTIES AND RESPONSIBILITIES

  • Participates in special projects as assigned.
  • May serve on library committees.
  • Performs other job related duties as assigned.

QUALIFICATIONS

Education and Experience:

  • Requires a high school diploma or GED and four (4) years of experience working directly with the public in a public facing capacity. This could include strong customer service focused experience, security, or peace officer experience.
  • Requires two years of related administrative experience.
  • An Associate's or Bachelor’s degree in Criminal Justice Enforcement is preferred.
  • Proficient in working with software, security cameras, and/or manual security systems.
  • Must possess demonstrated computer skills including working with databases and a variety of software.
  • Community engagement experience is a plus, particularly experience partnering with law enforcement and other community organizations.
  • Must have a valid Colorado driver’s license.
  • Bilingual English/Spanish skills are a plus.

Skills and Abilities:

  • Must have the ability to incorporate a thorough knowledge of the PCCLD’s policies and procedures, especially those pertaining to emergencies and enforcement of rules and regulations (including the Library Rules of Conduct), and ability to follow them.
  • Must have excellent interpersonal communication skills including customer service skills, conflict resolution, de-escalation techniques and verbal judo.
  • Mentorship and/or leading or coaching skills are important to this position.
  • Demonstrates excellent verbal and written communication and editing skills.
  • Proven ability to exercise sound judgement and demonstrated problem-solving skills.
  • Background in delivering training is a plus.
  • Ability to act as an ambassador of PCCLD by promoting its mission and vision to the public.
  • Demonstrated successful problem-solving and decision-making skills.
  • Ability to exhibit leadership, sound judgment and professional demeanor in all situations, with ability to think, make decisions and act appropriately under pressure.
  • Established ability to work effectively as a team member, organize daily work and meet deadlines.
  • Demonstrated success in writing comprehensive, succinct incident reports and suspension notices and letters that are legally defensible.
  • Must have the ability to adjust communication and connect with diverse populations including people of all ages, race, backgrounds and ability levels.
  • Demonstrated proficiency in using applications software, including Microsoft Word, Excel, and Google based applications such as Gmail, Calendars and Docs.

Other Requirements:

  • Applicants must pass a criminal background investigation.
  • Must have the ability to stand and/or walk for multiple hours. Must be able to lift objects weighing up to 50 pounds and push /pull a fully loaded book cart weighing up to 200 pounds.
  • Job frequently involves dealing with aggressive or even belligerent behavior requiring the ability to manage emotions and maintain composure and calm in stressful situations.
  • Must possess a valid Colorado Driver’s License, driver’s insurance and maintain a clean driving record.

Other Requirements: Must be able to work a flexible schedule including days, evenings and weekends. Must submit to and successfully pass a criminal background investigation.

Wage: $24.00 per hour - $25.00 per hour; $49,000 - $52,000 annual
