Overview of the Diversity and Equity Division

The Office of Diversity and Equity (ODE) seeks to promote diversity, equity, inclusivity, and accessibility in SANDAG programs, projects, and services. Through various Social Equity Program initiatives, ODE advocates for disadvantaged communities and assists staff and subrecipients to comply with civil rights regulations. 

As a recipient of U.S. Department of Transportation funding, SANDAG is required to respond to civil rights and environmental justice requirements. These are mandated by federal law, executive orders, and regulations issued by the Federal Transit Administration (FTA) and Federal Highway Administration (FHWA), in addition to state and local regulations. In part, these obligations include establishing, managing, and supporting programs based on Title VI of the Civil Rights Act of 1964 (Title VI), principles of Environmental Justice (EJ), and the American with Disabilities Act (ADA), known together at SANDAG as the Social Equity Program.


Role 

The Senior Social Equity Analyst is responsible for developing, updating, and implementing the agency’s Social Equity Program. Duties include assessing the benefits and burdens of SANDAG activities on communities of color, low-income populations, and other protected populations; updating the Title VI Reports for federal funding agencies; providing technical assistance and training to SANDAG project managers; updating the Language Assistance Program; developing and implementing effective policies and procedures; participating in program reviews and audits; performing technical analyses; and maintaining content in internal data repositories to support federal and state reporting requirements.

  • Ensure that SANDAG has policies and procedures in place to prevent discrimination in matters including limited English proficiency, fare equity, and complaint investigations.  
  • Serve as SANDAG’s subject matter expert on Title VI of the Civil Rights Act of 1964, Executive Order 12898 on Environmental Justice, Executive Order 13166 on Limited English Proficiency, and related laws, guidance, and regulations.  
  • Establish and maintain effective working relationships with SANDAG staff, community stakeholders, and colleagues in other agencies to ensure that engagement, research, and analyses occur in an equitable manner.  
  • Represent SANDAG’s Social Equity Program in reviews and audits conducted by Federal and State agencies. Ensure compliance with Federal and State civil rights laws and regulations; lead the triennial Federal Transit Administration (FTA) Title VI Program update and develop FHWA Title VI Program Plan and annual Goals and Achievements report. 
  • Develop Title VI and Environmental Justice policies and procedures for programs and projects across the agency; develop processes for assessing social equity of a wide range of SANDAG activities. 
  • Develop the Language Assistant Plan (LAP); review regulations and make updates to the plan; coordinate plan reviews and apply practices and procedures of the LAP.
  • Oversee the program for interpretation and translation at public meetings and public facing documents/reports.
  • Prepare and deliver a variety of written and oral reports and presentations to SANDAG executive leaders, Board of Directors, policy advisory committees, community organizations, and other internal and external stakeholders. 
  • Develop and deliver trainings on a range of subjects including Social Equity, Title VI, EJ, ADA, language assistance, and social equity analyses.  
  • Participate in the creation of the SANDAG Equity Action Plan, including the Social Equity Program and civil rights compliance perspectives.
  • Coordinate implementation of the SANDAG Equity Action Plan.
  • Review and provide feedback for a wide range of documents and activities, including social equity analyses prepared by regional transit agencies, fare equity analyses, fare ordinance changes, survey instruments and processes, discrimination complaints, board policies amendments, and queries from the public and elected officials. 
  • Provide information on the SANDAG American with Disabilities Act (ADA) program.
  • A Bachelor's degree with major course work in public administration, law, planning, urban studies, or a related field. A combination of relevant education and recent work experience may be considered in lieu of the bachelor’s degree requirement
  • At least five years of increasingly responsible, professional program administration experience in areas such as civil rights or compliance.
  • Demonstrated knowledge of policies and procedures to prevent discrimination and knowledge of Title VI of the Civil Rights Act of 1964, Executive Order 12898 on Environmental Justice, Executive Order 13166 on Limited English Proficiency, and related laws, guidance, and regulations
  • Demonstrated ability to foster relationships with government agencies, and experience determining and responding to government regulations. 
  • Demonstrated ability to perform complex, analytical, and administrative tasks.  
  • Experience creating, maintaining, and updating program policies, operating procedures, delivering trainings, oral presentations, and guidelines. 
  • Experience with contract administration, preparing budgets and schedules; monitoring consultant work products, and ensuring projects progress on time.  
  • Strong proficiency with Microsoft Office Suite and other PC-based applications – Excel, Outlook and PowerPoint. 
  • Data analysis skills in Microsoft Excel or Access, Geographic Information Systems (GIS), and/or working with Census data to develop analyses and reports desired.  
  • Bilingual language skills are desirable.
