Position Summary
This position is responsible for the overall building operations of the Juvenile Court. Areas of responsibility include Directing scheduling and managing personnel in the maintenance and upkeep of the facilities and systems including plumbing, electrical wiring and fixtures, machinery, equipment electronics, vehicles and grounds. Supervising and scheduling work assignments and construction plans and cost estimates. Maintaining the fiscal integrity of the department via planning, budgeting, and monitoring of the acquisition of supplies, materials, equipment, and parts, in a timely manner as well as the maintaining of service contracts, to ensure optimal facility operations.
Pay Grade: 56

Minimum Qualifications
1. (7) years’ experience in facilities management with (3) three of the (7) seven years in a senior level management role; AND
2. Bachelor’s degree in facilities management, or a closely related field; OR
3. An equivalent combination of related education, experience and/or training.
4. PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
1. Oversees the overall building operations of Juvenile Court.
2. Directs, schedules, and oversees the maintenance and upkeep of the facilities and its systems including plumbing, electrical wiring and fixtures, HVAC, appliances, electronics, vehicles, and grounds.
3. Provides expertise for construction and renovation projects to include cost estimates, plan reviews, and liaison with architects, engineers, and contractors.
4. Maintains fiscal integrity of the department through the acquisition of supplies, materials, and parts, as well as maintaining and supervising facility service contracts.
5. Prepares and maintains any yearly CIP recommendations and projected expenditures needed to maintain the facilities in a manner meeting all, local. State and federal regulations.
6. Processes all Department requisitions for materials and services, as well as requests for quotes and proposals involving contracted services, capital expenditures, and maintenance projects.
7. Establishes maintenance standards including preventative maintenance program and monitors progress of support services and outside contractors to ensure facility integrity.
8. Analyzes and resolves maintenance, custodial, and contractor problems to ensure resolution and limited recurrence.
9. Reads, comprehends, analyzes, and interprets construction documents, contracts, technical procedures, governmental regulations, equipment manuals, drawings and blueprints, to understand the nature of the problem, the course of action to follow, and the ability to monitor projects.
10. Provides expertise in fiscal security of the Juvenile Court through knowledge of all cameras, locking systems and hands-on control of keys and locking mechanisms.
11. Monitors and provides recommendations and maintain vehicle fleet to insure transportation needs of Juvenile Court.
12. Oversees emergency planning and coordination of an evacuation plan, fire and safety drills and the provision of a sufficient backup physical plant operational plan.
13. Investigates OJI and client incidents involving injury and provides expertise in environmental and ergonomic situations.

3. Knowledge of facility management of hardware secure detention facilities.
4. Ability to develop timetables, manpower, projections, and ability to monitor and revise as needed to meet project deadlines.
5. Ability to prepare budgets, financial reports, and cost analysis.
6. Ability to closely monitor Personnel, O&M and CIP budgets.
7. Ability to communicate effectively with the public and other departments in Shelby County and employees.
8. Possess basic computer skills and familiarity with modern office machines and procedures.
Special Requirements
Must be able to perform in a maintenance environment, both inside and outside of public buildings and grounds, and in both secure and non-secure areas.
