We are seeking a Financial Systems & Data Manager to support our program with the Defense Counterintelligence and Security Agency. This position is contingent upon contract award, and if awarded work will be performed onsite in Quantico VA 5 days per week. In this role you will provide the following:

• Oracle Enterprise Performance Management Cloud (EPM), Enterprise Contract Writing Module (ECWM), and Defense Agencies Initiative (DAI) Upgrade/Implementation Support
• Financial Systems General Support ((Defense Agencies Initiative (DAI), NBIS (National Background Information Service), ECAM (Enterprise Cost Allocation Methodology), (ServiceNow/Acquisition and Budget Management (ABM) (or other financial management spend plan software systems), Advana, Billing and Collections (B&C), and Next Generation Resource Management Systems (NGRMS) activities supporting full scope planning, programming, budgeting, and execution (PPBE) resource management, accounting)
• Provide a full range of services necessary for the successful operation, continuity of the billing and collection process and maintenance of capabilities developed under the Billing and Collections suite of applications
• Acquisition and Budget Management (ABM) (or other equivalent financial management software spend plan tools) and Government Invoicing (G-Invoicing)
• Data Custodianship, Stewardship, and Analytics, and Miscellaneous Reporting
• Travel & program support
• provide critical assistance and analyses to oversee the implementation and increased utilization of Advana as a centralized data and analytics platform that provides DCSA OCFO users with common business data, decision support analytics, and data tools
• provide Professional Support to OCFO to enable and ensure requirements framework aligns with development of the DCSA Project, Organization, Expense Type and Task (POET) structure, ensuring
  
  
  

linkage between the requirements process, Planning, Programming, Budget, and Execution (PPBE) process and Defense Agencies Initiative (DAI) towards improved budgetary reporting.

• Innovation (Robotic Process Automation (RPA), Machine Learning (ML), and use of Generative Artificial Intelligence (AI)

Required Skills & Experience

• Bachelor's degree in Management Information Systems or related field
• Active Secret security clearance (interim OK)
• 5 years DoD systems experience.
• Experience with the DAI accounting system or Oracle based accounting system.
• Must have one of the following certifications: Certified Information Systems Auditor (CISA) (Preferred), Certified Information Systems Manager (CISM)
• Must have working knowledge of database analytics and visualization tools.

The salary range listed is for the level at which this job has been scoped. In the event that you are considered for a different level, a higher or lower pay range would apply.
