    Description:
    Lead the planning, coordination, and supervision of the operation of the human resources to enhance the working conditions of Spring Grove School District staff, promote the School District as an employer of choice, and promote the overall efficiency of the human resources systems. Establish and maintain a quality human resources service system. Recommend actions to the Superintendent for consideration and implementation as relates to all aspects of human resources management.

    Job Summary:
    HUMAN RESOURCES MANAGEMENT
    • Maintain accurate records concerning professional certification, employment applications, clearances, and required health records.
    • Manage the Human Resource information system, applicant tracking system, absence management system, and employee training system.
    • Coordinate the analysis and classification of positions.
    • Develop and revises job descriptions for all positions.
    • Maintain adequate records of human resources actions including applications, interview notes, evaluations, commendations, references, exit interviews, and termination data.
    • Conduct exit interviews for all exiting staff.
    • Plan, develop, and revise employee policies in accordance with state legislation for submission to the Board for adoption.
    • Revise Board Policy as it relates to Human Resources as needed.
    • Coordinate administrative responsibilities such as filing government reports, record keeping, payroll changes, processing retirement requests.
    • Maintain awareness of trends, legislation, and state and federal laws and regulations related to human resources.
    • Research new, creative, and cost-effective programs to enhance the Human Resource Department.
    • Provide advice to the Superintendent as to human resources matters of the school district, and the best use of human resources.
    • Support the Superintendent in his/her overall administrative efforts; keeps him/her informed of pertinent organizational developments and events; and seeks his/her counsel or decision as necessary.
    • Assist in managing labor relations and negotiation of the collective bargaining agreement.
    • Represent the District in grievance and arbitration hearings.
    • Maintain current knowledge of all local, state, and federal laws, pertinent arbitration decisions, and court decisions impacting employee relations in the school district.
    • Plan, develop, and revise human resource management policies and procedures in accordance with state requirements and maintains human resource policy procedures.
    • Develop employee handbooks for all classes of employees to include job rules, regulations, expectations, and penalties.
    • Respond to questionnaires, surveys, and correspondence from research, government offices, or professional organizations requesting information on the district’s human resource program.
    • Assure annual re-approval of substitute employees and prepares reasonable assurance processes for applicable employees.
    • Manage, coordinate, and track Mandated Reporter training, background certifications, and Act 168 disclosures for all staff.
    • Manage the district staff emergency directory.
    • Assist and/or complete required state reports, including PIMS and TIMS reporting of all staff.
    • Supervise the application and renewal of Emergency Certifications and maintain the necessary records.
    • Assist staff in submitting data to PDE for permanent certification. Ensures copies of permanent certification are on file.
    • Provide leadership in all aspects of Spring Grove Area School District Certified Accident Prevention Committee.
    • Provide and deliver training and development for support staff.
    • Lead research efforts on human resources and labor matters.
    • Manages the hiring of substitutes and oversees orientation for new substitutes.
    • Provide training and support on human resource systems to all staff.
    • Other duties as assigned by the Superintendent.
    RECRUITING AND STAFFING
    • Direct and supervise the selection process for all administrative, instructional and support positions for the School District.
    • Recommend to Superintendent all staff assignments, transfers, dismissals, and promotions.
    • Consult with the Central Office Administrative team to carry out assignments, transfers, dismissals, and promotions and assures the issuance of appropriate correspondences in relationship to those actions.
    • Certify classifications and salaries in conjunction with market data to make recommendations to the superintendent and notifies the payroll department.
    • Conduct employment and credential verification for new employees.
    • Maintain and monitor accurate records for all employees, including certifications, licensure, degrees, and tenure.
    • Serve as the Spring Grove Area School District point of contact for reference in employment verification requests from outside sources.
    • Prepare and follow through on the human resources / personnel action for committee and board agendas.
    • Post and advertise position vacancies.
    • Prepare district recruitment materials for all employee classifications.
    • Prepare information, action items and reports on human resources /employee relations for school board and committees of the board and prepare and disseminate post-board follow-up communications.
    • Facilitate applicant interviews and makes recommendations to the Superintendent.
    • Administer pre-employment assessments as needed.
    • Manage and conduct orientations for new staff.
    • Monitor new employees to ensure completion of pre-employment physicals and TB test,
    • Manage, coordinate, and track required training, background certifications, and Act 168 disclosures for all new staff.
    BENEFIT ADMINISTRATION
    • Administer the benefits program including health, life, disability, supplemental, retirement, and unemployment compensation; negotiate premium costs with insurance carriers, in conjunction with the Business Manager, and interface with carriers to resolve employee problems.
    • Manage benefit communication and annual benefit open enrollment processes.
    • Lead Rocket Wellness Committee sharing overall staff wellness information and develop wellness programming for district staff.
    • Certify eligibility of employees for the Spring Grove School District Health and Employee Assistance Plan and manages all aspects of the employee health insurance program.
    • Ensure employee benefit information is accurately communicated with various vendors.
    • Facilitate all leave requests for all teachers and support staff.
    • Maintain and processes tuition requests and reimbursement for support staff.
    • Provide support to employees in retirement matters when interfacing with PSERS and insurance representatives.
    • Assist the Business Manager in the development of the benefits budget.
    • Represent the District in Unemployment Compensation (UC) claims, and reviews UC program for effectiveness.
    • Manage Workers’ Compensation program and related claims.
    COMPENSATION
    • Ensure organizational compensation analysis and design and makes recommendations to the Superintendent and Board of School Directors.
    • Conduct wage and salary surveys; provides comparative salary and related data for contract negotiations.
    • Provide research for updating wage and salary administration.
    • Calculate annual salary increases for all employees based on evaluations and provides this information to the payroll department.
    • Assist the Business Manager in the development of the payroll budget.
    SUPERVISION AND EMPLOYEE RELATIONS
    • Coach administrators and supervisors on performance management techniques to assure that appraisals are thorough, objective, and appropriately documented.
    • Facilitate the supervision and evaluation of the Human Resources Department
    • Facilitate, in conjunction with the Superintendent and other administrators, the development of improvement plans for all classification of employees.
    • Assure that employee performance improvement plans are monitored and completed.
    • Work closely with administrators and supervisors to assure that adverse performance and disciplinary problems are thoroughly documented.
    • Coordinate the completion of non-instructional staff evaluations.
    • Assist the Superintendent in the development of performance management processes that reflect specific job responsibilities including goals and objectives for administrative and professional employees.
    • Assure that job performance is thoroughly documented including specific rationale for reviews that are either superior or sub-standard.
    • Coordinate the grievance process for professional staff.
    Qualifications:

    TRAINING AND EXPERIENCE

    • Bachelor’s Degree in Human Resources or Business Administration required.
    • Master’s Degree in Human Resources or Business Administration preferred.
    • SHRM-CP or SHRM-SCP or SPHR or PHR certification preferred.
    • Five years supervisory experience required.
    • Knowledge and experience with computer programs, including Microsoft Office Suite, required.
    • Experience and skills in development, implementation, and administration of programs related to labor relations, employment, wage and salary administration, training, benefits, and employee relations.
    • Familiarity with Pennsylvania School District Employee requirements desired.

    GENERAL

    • Excellent interpersonal, communication, decision-making and leadership skills required.
    • Receipt of current, favorable clearances including: Pennsylvania State Criminal History (Act 34), Federal Criminal History (FBI – Fingerprinting - Act 114), Pennsylvania Child Abuse (Act 151), and Sexual Misconduct and Abuse Disclosures (Act 168).
