St. Michael’s is hiring a Senior Financial Analyst to support a Department of Defense (DoD) client. As the Senior Financial Analyst, you support government communications and teamwork to expedite the flow of budgetary and program
planning work. You will be in a client-facing role that will benefit from your experience developing decision packages and creating and documenting programmatic requirements in such forms as Program Execution Plans (PEP), Program-Budget Requests (PBR), Funds Allocation Requests, Military
Interdepartmental Purchase Requests (MIPR), Budget Execution Requests, and Budget Summary tabulation reports, etc. Our core value of Teamwork will be paramount to this role as you will provide decision support and assistance to the Government and verify accuracy of budgetary data in forms, schedules, systems, and reports.

WHO YOU ARE
- Active Top-Secret Clearance with SCI eligibility
- Master’s Degree in resourcing field.
- Minimum 6 years' experience in managing SOF Programs.
- Mandatory 6 years' minimum in-depth knowledge of applying the principles of the DOD Planning, Programming, Budgeting and Execution System (PPBES) in developing and monitoring funding and execution of Joint Training / Exercise Programs.
- Minimum 6 years' experience in policy and procedure, program objectives, fiscal law and regulation, Joint Command and Service.
- Minimum 6 years' experience interacting with executive-level decision makers on executive-level DOD Staffs, i.e., OSD, Joint Staff, Armed Services, and Combatant Commands.
PRIMARY RESPONSIBILITIES
- Ensure all financial products (POM issues/ZBTs, EOC requests, UFRs, spend plans, FDRs, transfers of funding, etc.) to be submitted outside the J3 are reviewed by the J3 Resource Advisor and approved by J3 leadership, when necessary.
- Support day-to-day analysis, tracking, planning, data gathering and integration, preparation of plans, reports, and strategies. Communicate and coordinate with J3 stakeholders to assist in the development of decision packages and create and document programmatic requirements in such forms as Program Execution Plans (PEP), Program-Budget Requests (PBR), Funds Allocation Requests, Military Interdepartmental Purchase Requests (MIPR), Budget Execution Requests, and Budget Summary tabulation reports, etc.
- Provide all manners and varieties of weekly, monthly, quarterly and annual financial reconciliation and reporting, including but not limited to, status of funds, standard transaction histories, Defense Travel System reports, Government Purchase Card expenditures, Contingent Liability Reports, to ensure resources are designated appropriately, accounted for during their execution, and reconciled for future use and reporting.
