SUMMARY: Promotes and supports public health by providing direction and leadership to the operations and personnel of Teton County’s Health Department.
PRIMARY DUTIES AND RESPONSIBILITIES:

- Conducts public health assessment and analysis; develops strategic plans based on findings.
- Develops and implements the annual public health service plan; provides advice and advocacy to local and state policymakers, officials, and organizations concerning important public health issues.
- Prepares and presents staff reports and other correspondence to inform county officials of department operations.
- Participates in continuing education and provides leadership to the department and community in serving diverse backgrounds; cultivates relationships with key community partners and stakeholders to affect the health of the community.
- Coordinates department activities with those of other county divisions and departments, outside agencies, and organizations.
- Plans, prepares, and directs the development and administration of the annual capital, operating, and other assigned budgets; anticipates, solicits, and requests additional funds needed for staffing, programs, equipment, materials, and supplies; regularly review request for services, past spending and monthly reports; direct, monitor and approve expenditures; direct the preparation of and implement budgetary adjustments as necessary.
- Establishes internal controls for Teton County Health Department that ensure compliance with Board of County Commissioners' policies and governmental, auditor, and grantor regulations.
- Provides leadership and direction to the Environmental and Public Health divisions in order to initiate organization-wide policies and procedures and facilitate the agency vision, mission, values, and organizational culture.
- Serve as liaison and coordinator for human services priorities between outside agencies, human services contractors and Teton County.
- Works with the Teton District Board of Health to develop and maintain short- and long-range planning; recommend policies to the Board and assist in their formulation; prepares agenda and discussion items for scheduled Board meetings.
- Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training and development; works with employees to correct deficiencies; assigns tasks and projects.
- Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Master’s Degree in Public Health, Public Administration, Environmental Health, Health and Human Services, or related field
- 7 years increasingly responsible experience in administrative management
- 5 years management, supervision, and budget oversight
Required Licenses and Certifications:
- Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
Required Knowledge of:
- Principles and practices of effective project management, leadership, supervision and training.
- Principles of governmental budgeting and financing.
- Labor standards and public ethics.
- Environmental Protection Agency (EPA) and Food and Drug Administration (FDA) regulations.
Required Skills in:
- Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely
- Operating a personal computer utilizing standard software such as Microsoft Office and some specialized software; operating standard office equipment.
- Preparing and implementing budgets.
