BENEFITS
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week. Is on-call 24 hours per day.
Oversees the preparation of management and operational reports, including special projects and non-routine reports; provides relevant information to executive management regarding the treatment and transitional programs provided at the halfway house.
Implements techniques for evaluating programs and daily activities; develops and evaluates recommendations for guidelines, procedures, policies, rules, and regulations to enhance programs and operations.
Ensures ongoing implementation and maintenance of all aspects of the Texas Model of trauma-informed corrections.
Directs and monitors activities of staff and the youth population; provides technical guidance; takes necessary action to ensure compliance with laws, rules, regulations, policies, and standard operating procedures.
Establishes and oversees halfway house operations to ensure the security and safety of the youth population, staff, property, and equipment; appropriately responds to emergency situations; plans, directs, and coordinates the placement of youth in the event of emergencies.
Develops and evaluates budget requests; reviews fiscal data and directs the organization and controlled use of resources to meet fiscal goals and objectives.
Cooperates and consults with juvenile judges, district attorneys, probation departments, other state agencies, and halfway house, program, and other facility administrators throughout the agency to ensure common goals are met.
Directs activities relating to the halfway house’s compliance with the Prison Rape Elimination Act (PREA).
Develops and implements community-based initiatives designed to support successful reintegration of youth into their communities; establishes partnerships with community organizations and resources; plans and directs community outings and activities on an ongoing basis.
Monitors outcomes for racial, ethnic, and gender disparities and takes action to address identified disparities and takes action to address identified disparities.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures:
- Reports safety hazards and corrects hazards when possible.
- Completes required documentation in the event of an accident/injury within requested time frames.
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.
MINIMUM QUALIFICATIONS
Master’s Degree. Six years of full-time wage earning experience in a residential setting, treatment or correctional program. Two years of work experience must have been in a supervisory/management position.
OR
Bachelor’s Degree. Eight years of full-time wage earning experience in a residential setting, treatment or correctional program. Two years of work experience must have been in a supervisory/management position.
Preferred:
- Master’s Degree or Bachelor’s Degree with major course work in business administration, public administration, criminal justice (corrections), social services, or a related field.
Experience and Education Substitutions:
- Completed course hours toward a Doctoral degree may substitute for up to four years of experience, on a basis of 12 course hours for one year of experience. The course hours toward a Doctoral degree may not substitute for the supervisory/management position experience.
- Completed course hours of graduate study may substitute for up to two years of experience, on a basis of 12 graduate course hours for one (1) year of experience. The graduate course hours may not substitute for the supervisory/management position experience.
- Pro-rated part-time experience may satisfy the experience requirement.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution, college or university.
Pre-employment conditions require acceptable results from mandatory:
