What are the responsibilities and job description for the Director of Public Works position at Town of Flower Mound?
Directs and manages several municipal Public Works operations including Capital Improvement Program, Development Engineering, Construction Planning and Management, Transportation Services, Utility Services, Wastewater Treatment, and Street Services.• Ensures effective operational and budgetary/financial management of the Public Works Department through the establishment or priorities, evaluation, and review of budget request and procurement procedures.
• Provides short and long-term program planning and management; financial and manpower forecasting; and program and management system analysis related to Public Works projects, operations, and services.
• Coordinates the establishment, implementation, and construction of the Capital Improvement Program.
• Oversees the preparation of cost estimates and specifications; letting of contracts; inspection of construction projects; and the preparation and maintenance of plans, maps, notes, plats, and other engineering records.
• Oversees the administration of land development and Capital Improvement Program projects.
• Oversees the management of the current and long-range planning and development of park projects.
• Develops, reviews, and updates departmental policies, regulations, and procedures.
• Coordinates all Public Works activities with other departments and other government entities in Public Works matters.
• Performs administrative level personnel duties including hiring and firing, work scheduling, and performance evaluations.
• Responds to inquiries regarding Public Works activities and matters. Resolves any problems or complaints.
• Ensures all state and federal regulations at met.
• Provides technical advice, writes reports, summaries, and recommendations to staff and others.
• Performs other technical duties as assigned.
• Attends Town Council meetings, preparing and participating in all Public Works matters, as necessary.BASIC QUALIFICATIONS:
• Must have a valid Texas driver's license and driving record must be in compliance with Town policy.
EDUCATION:
• A Bachelor’s Degree in Civil Engineering is required.
• A "B" Surface Water and "B" Wastewater certification as issued by the Texas Commission on Environmental Quality (TCEQ) is preferred.
WORK EXPERIENCE:
• Must have five (5) or more years of progressively increasing management work experience in a municipal public works operation.
• Must have three (3) or more years of supervisory experience.
Must submit to and pass a post-offer, non-regulated drug test and thorough background checks (including criminal history.) KNOWLEDGE / SKILLS / ABILITIES:
• Must have extensive working knowledge of municipal street, water, and sewer systems; storm drainage methods; construction and maintenance methods; traffic signalization; water and wastewater operations and construction; and safety procedures and techniques.
• Must be able to manage multiple projects, prioritize and organize work assignments, meet deadlines, work well under pressure and stress, and make competent decisions.
• Must have excellent employee relations, management, supervisory, problem solving, organizational, and leadership skills.
• Must have excellent English communicative skills, both oral and written.
• Must have excellent skills in calculations and construction techniques and reading and comprehending construction plans and specifications.
• Knowledge of Geographical Information Systems (GIS).
• Must be able to conduct investigations and inspect construction sites, water, and wastewater, and utility trenches.
• May work extensive hours, as needed, to attend board, council, homeowner, and other related meetings.
