SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to a GS-9 grade level in Federal service. Specialized experience is defined as experience that has provided the applicant with the knowledge, skills and abilities to perform successfully the duties of an Education Program Specialist. Qualifying specialized experience includes: ensuring mandatory training programs are available for staff at all levels of the organization; creating computer-based training modules; developing or adapting new or revised training or testing materials for formal course use; conducting studies and performing analyses on course-related subjects and/or coordinates activities involving programs of instruction; preparation and timely submission of a range of reports encompassing a variety of data; developing and maintaining SharePoint; coordinating program/project activities such as meetings, conferences, information gathering, and conducting negotiations for various aspects of the program/project.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must have been obtained in an accredited college or university.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): An equivalent combination of creditable experience and education as described above, to meet total qualification requirements for this position at the next lower grade level.

Work also involves some carrying and transporting of books, library materials, files and/or office supplies, driving an automobile, etc. Fieldwork may involve traveling to outlying Community Based Outpatient Clinics (CBOCs), meetings and sources of information. Transferring objects, supplies and program materials throughout the Medical Center may be required. Work is usually performed sitting at a desk, in conferences and meetings. Some light physical exertion is necessary. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on program needs. If required as a condition of employment, the incumbent must complete annual Employee Health requirements, such as annual TB screening or testing.

- Functions as a facility domain manager for the Talent Management System (TMS) educational package. This system houses each employee's official education and training record, as well as serving as the mechanism for providing computer-based training for employees.
- Fields calls from all levels of Talent Management System (TMS) users requiring assistance and provides solution to problem issues.
- Responsible for ensuring mandatory training programs are available for staff at all levels of the organization.
- Creates computer-based training modules in the system by working with subject-matter experts.
- Uses software applications such as Microsoft Word, Excel and PowerPoint, and other software such as Adobe e-Learning Suite (Captiva Photoshop, Acrobat, Presenter, etc.) in the completion of the modules.
- Maintains training records in Talent Management System (TMS).
- Generates reports as needed for all facility performance measures and for departmental tracking.
- Participates substantially in coursework development or modification, and develops complete, full-length courses in well-established areas of a subject matter field.
- Produces complete, self-contained training products (courses, aids, methods, training plans, etc.) based on analyses and studies.
- Determines learning objectives, analyzes learning problems, selects teaching strategies using appropriate models, develops course plans, and creates assessment tools.
- Trouble shoots all Talent Management System (TMS) course reported problems and assignments.
- Coordinates education program/project activities such as meetings, conferences, information gathering, and conducting negotiations for various aspects of the program/project.
- Responsible for the preparation and timely submission of a range of reports encompassing a variety of data.
- Develops and maintains the Education SharePoint.
- Conducts special projects as assigned and/or appropriate.
- Establishes and maintains clear communication. Responds timely in requests for advisory or consultative assistance.
- Collaborates with Education Leadership and staff in formulating new or revised policy covering education programs, activities, or functions for which the agency has responsibility.
- Performs other related duties as assigned.
