Duties and Responsibilities (*denotes essential functions):

Leadership
  • Serve as the Director of Fiscal & Budget Services for the University of Hawai’i West O’ahu (UHWO) campus.
    • Collaborate with the UHWO Chancellor and Vice Chancellor for Administration to provide sound advice and coordinate responses to budget and fiscal requests from the Board of Regents, Hawai’i Legislature, and other external entities.
    • Attend meetings with or on behalf of the Vice Chancellor for Administration on fiscal and budget related matters.
    • Work in partnership with the UH System Office and key campus management teams to resolve budget and fiscal related issues.
    • Provide support to the UHWO Chancellor on fiscal and budget matters.

    Financial Management
    • Serve as chief fiscal administrator for a wide variety of fiscal and business management functions of the university.
    • Oversee preparation of financial and operating reports, including revenue projections, Operational Expenditure Plan, and status reports.
  • Review, evaluate, and advise campus administrators as to multi-year program financial plans, program objectives, and resource requirements.
    • Oversee all procurement activities for the campus, including the review of terms and conditions and recommend language to comply with university policies. Ensure procurement processes and procedures are efficient and effective for all campus entities, while also being compliant with all relevant university, state and federal policies and laws.
  • Review and advise on contract agreements such as Memorandum of Agreements, Memorandum of Understanding, Concession Agreements, Affiliation Agreements, and Facility and Rental Agreements.
    • Oversee the management of fiscal records, including expenditures and encumbrance, managing operating allotments, and cash balances.

    Fiscal Planning and Budget Management
    • Develop and implement operational policies and practices that ensure internal controls in a manner that is consistent with university, state and federal policies and practices.
  • Develop, recommend, and implement budget policies and guidelines.
    • Manage the creation of account codes and building structure to the reporting process to align with HRS statutes, university budget requirements and national reporting standards.
    • Oversee the capitalization of the campus development project to ensure proper recording of assets as well as annual depreciation.
  • Administer revenue and general obligation bonds and loans including procurement and interest/debt service payments.
  • Oversee the fiscal aspects of campus construction projects.
    • Act as the Chart of Accounts Manager for UHWO.

    University Fiscal and Budget Training and Service
    • Conduct and oversee campus training sessions regarding fiscal and administrative policies and procedures including the development of the annual operating budget. Ensure that all training focuses on effective customer service and improving operational effectiveness and efficiency for campus units and the Business Office.
    • Continually review and update campus fiscal and administrative policies and procedures with a focus on efficient and effective actions that are also compliant with university, state, and federal policies. Ensure that the unit provides excellent customer service and support to the entire campus.
    • Oversee the preparation and negotiation of contract agreement specifications for purchase of goods, services, facilities, and lease/rental agreements; ensure their compliance with University of Hawai’i and state policies and procedures.

    Personnel Supervision and Unit Management
    • Direct and oversee the payroll functions of the campus.
    • Oversee Bursar activities within the Cashiers Office, Business Office, and Extramural Funds Fiscal Management.
    • Supervise staff performance including completing annual performance reviews and providing timely and ongoing feedback, coaching, and support.
    • Oversee the review and approval of personnel documents.

    Other Duties and Responsibilities
    • Participate in university committees and advisory groups.
    • Perform other duties as assigned.

    Minimum Qualifications:

    • Possession of a baccalaureate degree in Accounting, Business Administration, Finance or related field and 5 - 7 years of progressively responsible professional experience with responsibilities for accounting, budgeting and/or financial management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
    • Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the area of financial management.
    • Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with budget preparation, accounting, procurement, and contract preparation and administration.
    • Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving and apply creative thinking to resolve problems in new and innovative approaches.
    • Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
    • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
    • Demonstrated ability to operate a personal computer and apply word processing software.
    • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

    Supplemental Minimum Qualifications:

    • Demonstrated commitment to diversity.
    • Demonstrated ability to prepare and maintain records, reports, and presentations using Microsoft Excel, PowerPoint and Word.

    Desirable Qualifications:

    • Possession of a master’s degree in Accounting, Business Administration, Finance or related field.
    • Budget and procurement experience in public higher education or at a Hawai’i state agency.
    • Financial management experience in higher education including tuition and fees, noncredit programs, international programs, extramural grants, construction, and execution of contracts and agreements.
    • Knowledge of the University of Hawai’i, RCUH, State of Hawai’i, and federal government financial policies.
    • Knowledge of Hawai’i state government Capital Improvement Project and construction process.
