Are you a detail-oriented leader with a passion for accounting and process improvement? The Vancouver Housing Authority is seeking an experienced Accounting Supervisor to oversee and mentor our Accounting Techs, manage workflows, ensure compliance with federal and state regulations (including HUD), and streamline financial processes. This pivotal role combines leadership, grant administration expertise, and hands-on financial oversight in a mission-driven environment.
Your skills and experience will support our mission as you:
- Manage the work of Accounting Techs by assigning projects and programmatic areas of responsibility.
- Plan, document, and create workflows and processes for Accounting Techs’ areas of responsibilities.
- Identify and address ongoing needs for process and performance improvements for Accounting Techs and work with the Finance Manager to implement changes.
- Meet regularly with Accounting Techs to identify and resolve problems.
- Review the work of Accounting Techs, including but not limited to weekly check runs, monthly bank reconciliations, quarterly replacement reserve draws, and annual audit schedules.
- Approve various banking transactions.
- Assist the Finance Manager with analysis, preparation, and implementation of VHA financial policies, procedures, and internal control activities as requested.
- Select, train, motivate, and evaluate Accounting Tech staff, including assigning tasks, resolving conflicts, developing and administering performance standards, and disciplining as necessary.
- Provide oversight of VHA Grant Administration Financial Reporting Function:
- Oversee federal HUD funding compliance and financial reporting obligations.
- Oversee funding compliance and reporting obligations for other federal, state, local, and non-government grants.
- Prepare and submit periodic renewal documents and applications for existing and new grants.
- Reconcile grant funding and applicable expenses, including funding for voucher programs for HAP and administrative expenses.
- Prepare various reports and submit those to HUD or other funders as required, including the monthly Section 8 VMS report.
- Prepare periodic federal (HUD), state, local, and non-government grant funding requisitions and monitor funds draw-down processes.
- Oversee various grant audits, reviews, and other periodic grant closeout processes.
- Maintain current knowledge of HUD financial regulations and advise VHA staff on HUD funding positions.
- Use various tools to prepare HUD funding projections.
- Participate in VHA annual audit and budgeting functions by preparing various schedules and reports related to grants and HUD funding.
- Interface with and advise the Voucher Programs (Section 8) department on financial reporting matters.
- Liaison with HUD financial analysis team.
Pay and Benefits
- The starting salary for this position is $81,112 - $97,334 per year. In compliance with the Equal Pay & Opportunities act, the full salary range for this position is $81,112 - $124,912 per year.
- Bi-lingual pay differential.
- Full-time, exempt position. May be required to work a few hours on weekends and holidays when needed.

Requirements
- Bachelor’s degree in accounting or related subject, plus at least 4 years of professional accounting experience is required, including at least 1 year at a supervisor level.
- CPA or CMA certification preferred.
- Experience in governmental, property management, affordable housing, or non-profit industry accounting experience preferred.
Knowledge of:
- Operations, services, and activities of a general accounting system.
- Principles and practices of governmental accounting.
- Generally Accepted Accounting Principles.
- Principles and practices of contract administration.
- Methods and techniques of maintaining accounting control systems.
- Principles and practices of asset and inventory management.
- Methods and techniques of preparing financial reports and statements.
- Principles and practices of financial record keeping and reporting.
- Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.
- Pertinent Federal, State, and local codes, laws and regulations.
Ability to:
- Interpret and apply administrative and departmental policies and procedures.
- Prepare clear and concise reports and spreadsheets, including computer generated financial reports.
- Manage multiple projects concurrently.
- Manage complex and time-critical processes, funding requirements and relationships to complete projects on time and on budget.
- Prepare and maintain accurate and current financial statements.
- Analyze reports and financial statements.
- Reconcile general ledger accounts.
- Operate a variety of office equipment including a computer and associated word processing and spreadsheet applications.
- Understand and carry out oral and written instructions.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective relationships with those contacted in the course of work.
