WAYNE COUNTY JOB DESCRIPTION for
WAYNE COUNTY HEALTH DEPARTMENT
GENERAL WORK FUNCTIONS
The position provides management and supervision to the Women’s Health clinic staff, which includes
the Maternity and Family Planning Program Coordinators. This position is responsible for developing
and implementing and monitoring staff compliance to policies, procedures, protocol and standing orders.
Assures Maternity and Family Planning health standards are adhered to and quality care is provided. This
employee supervises 2 program coordinators, 8 RN’s, 1 LPN, 2 Office Assistants, 1 Certified Nurse
Midwife, 1 Family Nurse Practitioner, 1 Women’s Health Nurse Practitioner and 1 Sonographer. Works
effectively as a member of the department; maintains the highest standards of professionalism; cooperates
with co-workers to improve the quality of work and works diligently to improve the department’s
processes and procedures. This position is directly supervised by the Director of Nursing. Generally,
this position works 8:00 am to 5:00 pm Monday-Friday; however, the work schedule must be flexible in
order to perform the job or in the event of an emergency, must be available for call in during and
throughout a declared emergency, Public Health event, and/or preparedness exercise as designated by the
Health Director or County Manager.
SPECIFIC DUTIES AND RESPONSIBILITIES
Administrative duties to include, but not limited to, reviewing and updating maternity and Family
Planning policies in accordance with Agreement Addendums.
Prepares budget requests for assigned programs based on programmatic needs
Monitors clinic flow, client scheduling, staffing needs and ensures that clinic and client needs are
met.
Responsible for staff assignments, leave management, annual staff evaluations, annual job
description updates and revisions, disciplinary actions as needed, orienting new staff to division
and hired job function.
Directs clinical activities for students from local community colleges and universities.
Completes annual training that is mandated by the agency and the county, and completes any
trainings as needed that are specific to role.
Works in Wayne County Disaster Shelters as directed by Director of Nursing/Designee
Completes clinical duties as assigned or as needed during staffing shortages.
Conducts and coordinates community outreach to include, but not limited to, serving on
community boards, health fairs, presentations to community groups.
Works in WCHD pharmacy as nurse dispenser.
KNOWLEDGE, SKILLS AND ABILITIES
Ability to take ownership and initiative, and work as a part of a team
Thorough knowledge of North Carolina Public Health laws, processes, and procedures.
Thorough knowledge of public health nursing and supervision of staff.
Ability to establish and maintain working relationships between clinical and agency staff.
ADDITIONAL JOB FUNCTIONS
Performs other duties as assigned throughout the Wayne County Health Department.
MINIMUM TRAINING AND EXPERIENCE
Minimum:
Graduation from a four-year college or university with a B.S. Degree in Nursing which includes a
public health nursing rotation, three years of public health nursing experience; or graduation from
an accredited school of professional nursing, four years of professional nursing experience, three

of which must have been in public health; or an equivalent combination of education and
experience.
Equivalent & Additional Training/Experience:
Completion of Introduction to Public Health Nursing Course (or equivalent course designated by
the NC DHHS) if a graduate of a two or three-year nursing program. Complete the Management
and Supervision for Public Health Professionals course. Complete pharmacy course for nurses.
An equivalent combination of education and experience. On the job training can suffice for part
but not all requirements.
Required Licensure or Certification:
Must be licensed to practice as a Registered Nurse in North Carolina by the North Carolina Board
of Nursing and a valid NC Driver’s License.
MINIMUM STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of office machines, tools and equipment, such
as a computer, printer, copy machine, fax machine, charge card machine, calculator, or telephone. Tasks require the
ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing
and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at
a keyboard or work station.
Language Ability: Requires the ability to read a variety of informational and technical documentation, directions,
instructions, and methods and procedures. Requires the ability to write reports with proper format, punctuation,
spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise,
voice control, and confidence using correct English and well-modulated voice.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and
information.
Physical Communication: Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by
