To be the subject matter expert in designated area on PSC matters. To lead, initiate and help both the Global TPG & FSD in lowering detention rates of Lloyds Register Classed vessels within dedicated Area. To provide background details on circumstances on any detained Lloyds Register vessel. To actively promote Lloyds Register as a Premier Class Society that promotes Safety & Quality within its Fleet.

The role
Proactive Engagement with PSC Authorities: To be able to work with and form professional relationships with the PSC authorities to provide: Local point of contact for the PSC Officers to assist in interpretation and matters of conflict require to be resolved. Provide support to local PSC Officers through regular training and seminars. Provide pre-emptive support in areas of rule interpretation and gaps in the local PSC regime. Report to TPG and PSC analysis teams on local PSC campaigns and areas of focus.
Dedicated Focus on PSC Performance at ports in Area demonstrating measurable improvement in results. Actively engage with ship owners and PSC authorities to ensure successful PSC inspection and address any issues that arise. To act as a conduit & expert in PSC detentions, ensure “Appeal Processes” are understood and assist owners in making successful appeals. Engage in TPG\PSC team initiatives to reduce PSC detentions. To be able to identify areas where improvement & weaknesses in SMS areas of clients management systems are in need of improvement.
Develop & train LR team, PSC officers and clients in PSC matters to enhance and improve knowledge in PSC pain points inclusive of all areas of shipboard operations not limited to: Bridge Operations & Navigational equipment ( Inclusive of modern IT communication channels ), Engine Room activities, Hull structures. Provide knowledge & understanding of LSA , Safety Equipment, Fire Suppression, Detection systems and be proactive in prioritising importance. Be an effective communicator and be able to address difficult topics and operational matters in all areas within a shipping company.
Provide technical guidance, support, and help to all areas relating to PSC regulatory compliance, to both Internal & External stakeholders & clients. Provide help, knowledge transfer & practical demonstration of the application of Lloyds Register Rules, Statutory Compliance and IMO / IACS guidelines to a wide and diverse maritime audience. To act as both a confident mentor & expert in matters of survey of all vessel types, ages and condition. To understand and be able to differentiate vessel condition and maintenance, thereby being ideally placed to describe and be confident in discussions on sub-standard and problem vessels. To understand the procedures and process for the FQMP & FIP paths within Lloyds Register.
To be commercially astute and understand how successful PSC compliance fits into the complex weave of the shipping world, to be pragmatic and be able to offer practical, workable solutions without compromising vessel safety or compliance to international rules, regulations and requirements.
Monitoring of Surveying Staff Performance within designated Area assigned. Liaise with SD Managers to help, coach & elevate staff competency levels. Attend Surveys where possible within area where targeted or problem vessels arrive. To be able to distinguish sub-standard vessels and how to advise on such.
To be able to confidently defend and support offices within area in Flag or External Audits where PSC issues are part of any agenda items.
To pursue Continuous Professional Development and maintain a high degree of discipline knowledge and awareness.
Conduct activities in line with internal procedures, accreditation schemes, legislation, and industry standards.
Undertake administration as required in line with current processes and procedures.
What you bring
A degree or equivalent from a tertiary organisation recognised by Lloyd’s Register within the relevant field of naval architecture, engineering or physical science (minimum of two years programme) or Qualifications from a marine or nautical institution and relevant sea-going experience. In depth knowledge of marine propulsion systems, including diesel engines, turbines, and electrical power generation.
Substantial proven experience and knowledge of Classification and statutory surveys, survey reports, certificates preferable as a class surveyor, flag, port state inspector, ship superintendent or sea-going engineer or officer.
Strong communication and presentation skills, with the ability to effectively convey complex findings to both technical and non-technical stakeholders.
Membership of an appropriate professional institution.
Chartered or Incorporated Engineer status.
Proficiency in the English Language commensurate with the work.
Proficiency in language of area port state offices.
