What are the responsibilities and job description for the Administrative Compliance Controller position at 2nd Home Adult Health Care?
We are seeking a highly organized and tech-savvy Senior Administrative Controller to support key administrative functions, working closely with the Program Director and HR Director to ensure smooth operations across compliance, benefits, accounting, and payroll support. This role will oversee compliance, benefits administration, and accounting functions while providing backup and support for payroll processes as needed. The ideal candidate will have a strong background in regulatory compliance, employee benefits, financial reporting, and technology-driven process improvements.
Key Responsibilities:
- Compliance Management: Ensure adherence to all federal, state, and local laws related to benefits, accounting, and payroll. Maintain accurate digital records and support audits and regulatory reviews.
- Payroll Support & Backup: Act as a backup for payroll processing, ensuring accuracy in reporting, tax deductions, and compliance when needed. Provide system support and troubleshoot payroll-related issues.
- Benefits Administration: Work closely with the HR Director to manage employee benefits programs, including health insurance, retirement plans, and leave administration, leveraging HRIS technology for efficient tracking and reporting.
- Accounting & Financial Support: Assist with financial reconciliations, expense tracking, and reporting in coordination with the accounting team, ensuring compliance with financial policies.
- Technology & System Optimization: Utilize HRIS, accounting software, and compliance tracking tools to streamline administrative processes. Provide technical support and recommendations for system improvements.
- Collaboration with Leadership: Partner with the Program Director to ensure compliance with program-specific financial and staffing regulations. Work alongside the HR Director to align benefits and compliance policies with organizational objectives.
- Policy Implementation & Process Improvement: Assist in developing, automating, and enforcing policies related to benefits, compliance, and financial reporting to enhance organizational efficiency.
- Reporting & Audits: Prepare and submit digital compliance reports, benefits summaries, and financial analyses. Support internal and external audits with data and reporting.
- Employee Support & Training: Serve as a resource for employees regarding benefits, compliance, and payroll-related inquiries. Train staff on HRIS and payroll systems as needed.
IV) Compliance
- Abides by the standards identified in 2nd Home’s Compliance Plan, HIPAA Plan, and all relevant policies and procedures.

Certificates, Licenses, and Registrations:
- Training and certification in First Aid and CPR within the first three (3) months of employment, with recertification as required.
- Annual PPD test or verification of being symptom-free of tuberculosis if there was a previous positive PPD.
