OTRD is seeking a full-time General Counsel in Oklahoma City, OK. OTRD provides matching contributions to employees’ retirement plans, 11 holidays, and 15 days of annual and sick leave a year. The annual salary for this position is commensurate with experience. Job Description Basic Purpose The General Counsel provides legal counsel to the Oklahoma Department of Tourism and Recreation, including policy and procedure review, litigation, legal research for various internal and external inquiries and pre-trial proceedings, contract writing and negotiating, and monitoring proposed legislation. The GC is the manager of the Legal Division of the Oklahoma Department of Tourism and Recreation and oversees legal services for the agency. Typical Functions The functions performed by employees in this job will vary, but may include the following: Reports directly to the Executive Director. Oversees and manages the provision of all legal services to the agency. Provides strategic guidance, consultation, and support to executive staff and other members of upper management on a comprehensive range of legal and associated issues. Anticipates and identifies legal issues and counsels the agency in order to develop legal strategies and solutions, often in matters requiring a heightened sense of urgency. Supervises the interview process for division positions, including the review of potential candidates and finalizing staffing and hiring decisions. Assists in the planning, organizing, supervision, direction, and coordination of the division including the activities of administrative staff and attorneys. Interprets existing contracts and provides legal advice and counsel regarding all aspects of contract transactions. Evaluates proposed legislation and make recommendations for agency action in response thereto. Advises on questions of law or administrative policy involved in the operation of the agency and its contacts with industry, private or professional associations, state federal, or local government, and the general public. Develops and manages the annual budget for the Legal Division. Other duties as assigned. Education and Experience Education and Experience requirements at this level consist of: J.D. from an accredited law school PLUS, licensed to practice law in the State of Oklahoma PLUS, an active member of the State Bar of Oklahoma PLUS, a minimum of five years experience as legal counsel to a state or federal government agency Knowledge, Skills, Abilities, and Competencies Comprehensive Knowledge of: Applicable laws, agency policies, and procedures Methods and techniques for conducting legal research Legal principles and their application The scope of Oklahoma statutes and federal statutes, regulations, and policies; the Oklahoma Constitution; the principles of administrative and constitutional law; trial and hearing procedures; the rules of evidence Strong Skills in: Analytics, critical thinking, attention to detail, sound judgment, and decision-making Legal research and writing skills Directing and/or performing independent and difficult research, analyzing, appraising, and applying legal principles, facts, and precedents to difficult legal or factual problem Presenting statements of fact, law, and argument clearly and logically in written or oral form Presenting, explaining, or arguing cases to administrative commissions, boards, or courts Ability to: Understand, interpret, and apply applicable laws, agency policies, and procedures Ensure timelines are being met while following laws/statutes of the State of Oklahoma Develop briefings, presentations, and reports; and conduct data analysis Represent the division and agency in a professional manner Special Requirements This position may require occasional travel Core work hours for the Oklahoma Department of Tourism and Recreation are Monday through Friday, 8:00 am to 5:00 pm. This schedule may require minor flexibility based on the needs of the agency.
