The Pennsylvania Governor’s Office of General Counsel (OGC) seeks an attorney with experience in transactional, legislative, regulatory, and Right-to-Know Law work for a position in the Pennsylvania Department of Aging, Office of Chief Counsel. This position is an Attorney 3 or 4 classification, depending on experience. A successful candidate will provide legal support to the Department, whose mission is to promote the independence, purpose, and well-being in the lives of older adults throughout the Commonwealth. Although the position is in Harrisburg, Pennsylvania, at the Department’s offices at 555 Walnut Street, it is eligible for a hybrid work schedule (three days onsite and two days telework) at the discretion of the General Counsel.

What You’ll Do:

  • Assist in drafting, reviewing, and negotiating agreements related to procurements, grants, intergovernmental agreements, Memorandum of Understanding, and other legal documents related to services to support the well-being of older Pennsylvanians.
  • Conduct form and legality review of contracts, grants, and agreements.
  • Provide legal advice to the Secretary and agency staff.
  • Assist with human resources matters.
  • Review and respond to record requests and subpoenas, including Right-to-Know Law (RTKL) requests.
  • Review proposed legislation impacting the Department.
  • Draft and review Department regulations.
  • Support the Department by providing legal advice on matters related to the provision of services and the administration of programs to older Pennsylvanians.
  • Review older adult protective services investigative files.
  • Prepares for and conducts hearings relating to appeals from persons alleged to be perpetrators of abuse of older adults

What We’re Looking For:

The ideal candidate should possess an understanding of contracting, legislation, and record review, being able to demonstrate knowledge and skills in each area. Additional preference will be given to someone who can demonstrate an ability to handle administrative and trial/hearing. The ability to provide timely advice in a collegial and collaborative manner is crucial in this role.  This attorney will be expected to leverage their knowledge in key areas to navigate complex legal landscapes to support vital programs.

The selected candidate must be highly organized, self-motivated, and possess strong oral, written, and interpersonal communication skills across in-person and remote settings. They must demonstrate excellent analytical, problem-solving, multitasking abilities, attention to detail, and the capacity to build trust and collaborate effectively with a diverse range of clients and colleagues.

Qualifications:

  • Juris Doctor degree from an ABA-accredited law school.
  • Active membership in good standing with the Pennsylvania Bar.
